Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for sports officiating and scorekeeping services for intramural and youth sports programs at Spangdahlem Air Base, Germany. The goal is to promote morale, welfare, and recreation through organized sports.

• Provide labor, tools, uniforms, materials, supervision, and transportation for sports officiating and scorekeeping.

• Services cover intramural sports (flag football, basketball, volleyball, soccer, softball) and youth sports (basketball, soccer, flag football, volleyball, baseball, track and field).

• Officiating and scorekeeping will occur at the Spangdahlem Fitness Center, Youth Center, and associated fields/tracks.

• Officials must be certified by accredited associations and meet NAYS guidelines.

• Contractor is responsible for training and certifying all officials.

• Contractor personnel must maintain a professional demeanor and comply with all Air Force and local safety requirements.

• Officials must arrive at least 15 minutes before scheduled games.

• Pre-game preparations must be completed before the scheduled game time.

• Officials must wear appropriate, clean, and professional attire, clearly identifying them as officials.

• Game results, including scorebooks, must be submitted by 1200 hours the next duty day.

• Incident reports (ejections, injuries, protests) must be submitted within 1200 hours of the next duty day.

• Surveillance plan includes direct observation and report review for game coverage, timely arrival, accurate score reporting, incident reporting, adherence to rules, professional conduct, and proper return of government-furnished equipment.

• Period of Performance: Twelve (12) month base year commencing April 1, 2026, with four (4) twelve (12) month option years.

• Intramural Sports: Spangdahlem Fitness Center Gymnasium, Sports Field, Softball Fields, or Alternate Sports Field.

• Youth Sports: School Age Care, Youth & Teen Center, Biggs Field, Falcon Field, Perimeter Field, Community Commons Gym, and Skelton Gym track.

• Contractor personnel must undergo a local background investigation.

• Personnel without installation access credentials must be escorted.

• Contractor must provide points of contact, passport information, and social security numbers for base access.

• Contractor must safeguard all government equipment, information, and property.

• Contractor employees must be proficient in English.

• Officials cannot participate as players, coaches, or team managers in the leagues they officiate.

• A transition plan must be provided within 10 business days of contract award.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quote (RFQ), to procure non-personal services for Base Sports Officials. The contract will cover one base year with four option years.

• Provision of officials, scorekeepers, and timers.

• Supply of tools, equipment, materials, and supplies necessary for officiating intramural and youth sport games.

• The contractor must provide a quote that complies with Attachment 1 - Performance Work Statement (PWS).

• Contract Type: Firm-Fixed Price purchase order.

• Period of Performance: One base year and four option years.

• Place of Performance/Delivery/Acceptance/FOB Point: Spangdahlem Airbase, Germany, Building 129.

• Quotes must include both Price and Technical submissions.

• Price: Offerors must complete and return the provided pricing table.

• Technical: Offerors must provide a quote in accordance with Attachment 1 - Performance Work Statement. Simply restating requirements or copying images is insufficient.

• Questions Deadline: Wednesday, 4 March 2026, 1600 CET.

• Quote Submission Deadline: Sunday, 31 May 2026.

• Quotes must be valid until Sunday, 31 May 2026.

• Evaluation Basis: Lowest Price Technically Acceptable (LPTA).

• Technical acceptability will be rated on an "acceptable" or "unacceptable" basis.

• No set-aside will be used due to the overseas location of the requirement.

• NAICS Code: 711219.

• This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

• Offerors must be registered in the System for Award Management (SAM).

• Information regarding responsibility matters, including past performance and any proceedings, must be provided.
