The Department of the Navy / NAVSUP Weapon Systems Support Mechanicsburg is seeking a contractor for the manufacture and supply of SPRING,FLAT (PSC 5360). This is a competitive Navy spare requirement with no set-aside.

Scope of Work

This contract requires the manufacture of SPRING,FLAT according to specified design and quality requirements. Key aspects include:

• Manufacture of items represented by Cage Code 53711, reference number 5762142.
• Physical identification in accordance with MIL-STD-130, REV N.
• Compliance with MIL-DTL-19595 for applicable documents.

Key Requirements & Testing

• Production Lot Testing (PLT): 100% inspection required. All units must be delivered to NAVAL SURFACE WARFARE CENTER INDIAN HEAD EOD TECHNOLOGY DIVISION for testing. The EOD Technician has 90 days for testing/inspection, and the contract administrator has an additional 30 days to notify the contractor (total 120 days). Material Certificates of Conformance (C of Cs) are required for all PLT materials.
• First Article Testing (FAT): Required. Five (5) units must be delivered to NSWC Indian Head EOD Technology Center for testing. The Government has 90 days to test and inspect the first article units. A Test/Inspection Report is required. Material C of Cs are required for all FAT materials.
• Non-Magnetic Testing: Not required for this specific material, as per Note 6.5.
• Design Changes: Specific procedures and codes apply for changes in design, material, servicing, or part number, requiring approval from the NAVICP-MECH Contracting Officer.
• Packaging: MIL-STD 2073 packaging applies.

Contract Details & Evaluation

• Contract Type: Solicitation (competitive).
• Set-Aside: None (competitive Navy spare requirement).
• Evaluation Factors: Award will be based on best value to the Government, considering:
  1. Price
  2. Past Performance: Evaluated on successful performance, quality/timeliness of delivery, cost management, communication, and customer satisfaction.
  3. Supplier Performance Risk: As described in DFARS 252.204-7024.
• FOB: Destination. Quotes must include shipping costs.

Important Notes & Action Items

• Authorized Distributors: Consideration for award will only be given to authorized distributors of the original manufacturer's item. Proof of authorization on company letterhead, signed by a responsible official, must be submitted with the offer.
• Drawings: The solicitation is currently closed due to a delay in uploading drawings. It will reopen when drawings are available.
• Quotes Submission: When the solicitation reopens, quotes shall be emailed to tyler.l.curfman.civ@us.navy.mil no later than 5:00 pm Eastern on the specified response date.
• Variance Requests: Any request for variance (Waiver/Deviation) must be submitted via a DD form 1694 through NAVSUP's Contracting Officer, including copies of all Material Certs.
