Scope of Work
The contractor will provide all personnel, equipment, tools, materials, vehicles, and supervision necessary for the timely and secure transport of blood and blood products. Key requirements include:
- Urgent Delivery: Primarily for emergent (STAT) transportation, with specific requirements for immediate and direct delivery, including less than one (1) hour for Boston area deliveries from the time of request.
- Presence Requirement: Maintaining a consistent, dependable "ready and waiting" presence in or near the American Red Cross (ARC) parking lot in Dedham, MA, 24/7/365.
- Compliance: Adherence to the Performance Work Statement (PWS) and all applicable local, state, and federal regulations, including HIPAA, OSHA Bloodborne Pathogens Training, and HAZMAT Training.
- Contingency Planning: Development and maintenance of a plan for unforeseen circumstances (e.g., driver no-shows, accidents, weather) to ensure timely deliveries.
- Tracking: Capability to track blood products/specimens and delivery vehicles from pickup to delivery, with required signatures.
Contract Details
- Contract Type: Firm-Fixed-Price Blanket Purchase Agreement (BPA).
- Period of Performance: Five (5) years.
- Set-Aside: Total Small Business Set-Aside. The original Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside was withdrawn via amendment.
- Place of Performance: Various VA Medical Centers (VAMCs) within VISN 1, American Red Cross locations, and other area hospitals.
- Subcontracting: The prime contractor must perform at least 50% of the contract amount for services with its own resources or similarly situated small businesses.
