Submission & Evaluation

  • Quotes Due: Friday, February 20th, 2026, at 3:00 PM EST.
  • Eligibility: This amended solicitation is only open to interested parties who submitted initial packages by the original deadline of October 31st, 2025, 3 PM EST. Late offers will not be considered.

    • Adherence to General and Special Standards of Responsibility
    • Technical Capability: Assesses the offeror's experience, organizational structure, staffing, resources, and ability to meet all Performance Work Statement (PWS) requirements. This includes details on staging location, tracking processes, contingency plans, and subcontractors. • Past Performance: Evaluates experience on similar contracts (Federal, State, or private sector) completed or ongoing within the last three years.
    • Price: Assesses the reasonableness of the price and analyzes for unbalanced pricing.
  • Importance: Technical Capability and Past Performance are significantly more important than cost or price. The government may award based on initial offers.
