Quick Summary

The Department of Labor (DOL), Office of Disability Employment Policy (ODEP), is conducting market research through a Request for Information (RFI) for the State Exchange on Employment and Disability (SEED) initiative. This RFI seeks information to manage and implement SEED, which provides technical assistance to state policymakers on disability employment policies. Responses are due March 5, 2026.

Purpose & Scope

The SEED initiative aims to increase employment for Americans with disabilities by supporting states in developing, adopting, and implementing effective disability employment policies. The RFI seeks information on capabilities to:

  • Provide technical assistance to state legislative and executive branch policymakers.
  • Develop high-quality, plain-language technical assistance resources and policy briefs.
  • Create mechanisms to track the adoption, implementation, and impact of state-level policies.
  • Implement strategic approaches for increasing evidence-based policy adoption.
  • Partner with national, regional, and state organizations to educate policymakers.
  • Convene forums and learning exchanges for state policymakers.
  • Identify evolving disability employment issues and assist in policy framework development.
  • Manage communities of practice and innovation hubs.

Submission Requirements & Clarifications

  • Responses should include a cover letter with company information and point of contact.
  • Respond to specific RFI questions regarding experience, approach, administrative structure, quality assurance, sub-contractor management, and organization type.
  • Provide Rough Order of Magnitude (ROM) pricing information.
  • Page Limit: Responses, including the capabilities package, appendix, and RFI questionnaire, must not exceed 20 pages. The cover letter is excluded.
  • Formatting: Times New Roman 11 or 12-point font, 1-inch margins.
  • Deliverables Compliance: All deliverables must comply with Section 508 of the Rehabilitation Act, WCAG 2.0 Level AA, and DLMS Section 9, Chapter 600.
  • NAICS Code 92114 is not a required classification; other organizations can apply. Technical assistance activities are clarified to comply with FAR 31.205-22, focusing on factual information, not lobbying.
