Quick Summary

The Department of Labor's Office of Disability Employment Policy (ODEP) has issued a Request for Information (RFI) / Sources Sought Notice for the State Exchange on Employment and Disability (SEED) initiative. This RFI seeks to gather information from interested parties to manage and implement SEED, which provides technical assistance to state policymakers on disability employment policies. Responses are due February 23, 2026.

Purpose of RFI

ODEP supports the SEED initiative to provide technical assistance for state policy makers on the development, adoption, and implementation of state policies that help Americans with disabilities secure employment, grow earnings, and build wealth. The RFI aims to gather information on objectives to manage and implement SEED, ultimately increasing the employment rate for the over 23 million working-age Americans with disabilities.

Key Objectives

The RFI seeks information on managing and implementing SEED through the following objectives:

  • Develop high-quality, plain-language technical assistance resources and policy briefs.
  • Develop a mechanism to track the adoption, implementation, and impact of state-level disability employment policies.
  • Develop and implement a strategic approach for increasing the adoption and implementation of state-level evidence-based disability employment policies and practices.
  • Partner with national, regional, and state organizations to educate policy makers.
  • Convene forums and learning exchanges for state policy makers.
  • Identify evolving disability employment issues and assist in developing responsive policy frameworks.
  • Manage communities of practice and/or innovation hubs.
