This document provides responses to vendor questions regarding the State Exchange on Employment and Disability (SEED) opportunity, clarifying requirements and scope.

• NAICS Code 92114: Not a required classification for offerors; other organizations can apply.
• Page Limits: The cover letter is not included in the 20-page limit, but the capabilities package and appendix are counted towards it.
• Scope of Work: Refers to the task list in the Performance Work Statement (PWS), not the bulleted qualifications list.
• RFI Questionnaire: Includes the three questions regarding the Draft PWS Task List and should be included in the 20-page limit.
• Technical Assistance (Task 2.1): Focuses on providing expert policy guidance, resources, and support to state policymakers on developing, adopting, and implementing disability employment policies. It clarifies that these activities comply with FAR 31.205-22 regarding lobbying and political activity costs, as they involve providing factual information and technical assistance, not influencing legislation.
• Deliverables Compliance: All deliverables must comply with Section 508 of the Rehabilitation Act, WCAG 2.0 Level AA, and DLMS Section 9, Chapter 600. ODEP provides final compliance sign-off.
• Impact Definition: Defined as better employment outcomes for people with disabilities, with potential monitoring and evaluation elements to be identified during contract execution.

Request for Information (RFI) / Sources Sought Notice

This RFI seeks information to manage and implement the State Exchange on Employment and Disability (SEED) initiative. The SEED initiative aims to provide technical assistance to state policy makers for developing, adopting, and implementing policies that increase employment for Americans with disabilities. The government is gathering information for market research and planning purposes and is not soliciting proposals at this time.

• Provide technical assistance to state policy makers on disability employment policies.

• Develop high-quality, plain-language technical assistance resources and policy briefs.

• Develop mechanisms to track the adoption, implementation, and impact of state-level disability employment policies.

• Implement a strategic approach to increase the adoption of evidence-based disability employment policies.

• Partner with national, regional, and state organizations to educate policy makers.

• Convene forums and learning exchanges for state policy makers.

• Identify evolving disability employment issues and assist in developing responsive policy frameworks.

• Manage communities of practice and innovation hubs.

• Responses should include a cover letter with company information and point of contact.

• Respond to specific RFI questions regarding experience, approach, administrative structure, quality assurance, sub-contractor management, and organization type.

• Provide Rough Order of Magnitude (ROM) pricing information.

• Responses should not exceed 20 pages, use Times New Roman 11 or 12-point font, and have 1-inch margins.

• Questions due: Friday, February 13, 2026, by 12:00 PM EST.

• Responses due: Monday, February 23, 2026, by 12:00 PM EST.

Based on responses, the requirement may be set-aside for small businesses or procured through full and open competition.

• This is not a Request for Proposals (RFP) and does not commit the government to an award.
• No reimbursement will be made for costs associated with providing information.
• Responses will be used for market research and planning.
