Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Service (SOS) defines the requirements for transporting the Central Railroad of New Jersey Passenger Coach #1021 from Shoshoni, Wyoming, to the Steamtown National Historic Site in Scranton, Pennsylvania.

• The contractor will provide all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision for the transport of the passenger coach and its related parts.

• The work includes loading and unloading the coach, truck units, and components at both the origin (Shoshoni, WY) and destination (Steamtown NHS).

• The contractor must provide enclosed containers for transporting all coach components.

• All work must comply with federal, state, and local codes and laws.

• The contractor is responsible for acquiring all required shipment permits and obtaining insurance for any damage or loss of equipment.

• Railroad insurance is required if working near tracks.

• The coach body weighs approximately 64,000 lbs (73' long, 10' wide, 12'-2" high). Two truck units weigh approximately 17,000 lbs each. Numerous loose parts are palletized and stored in a 40' shipping container, weighing approximately 15,000 lbs.

• The contractor must ensure no damage is done to buildings, vehicles, equipment, or electrical lines during the work.

• The work area must be cleaned daily, and debris removed from the premises.

• Government dumpsters are not to be used for debris disposal.

• The contractor must provide all necessary safety equipment and ensure adherence to safety procedures.

• The contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to health and safety.

• The contract has a 30-day performance period.

• Origin: Bighorn Divide and Wyoming Railroad, Shoshoni, WY.

• Destination: Steamtown National Historic Site, Scranton, PA.

• Alternate delivery locations in Scranton, PA may be used due to height restrictions, with contractor responsibility for associated fees.

• Contractor must inspect the coach and job sites to understand existing conditions.

• Contractor will not use government equipment or resources.

• Parking is the contractor's responsibility and must be coordinated with the COR.

• HSPD-12 security clearances are required for all personnel working on the project or visiting the site. The contractor is responsible for obtaining these clearances within 10 days of award.

• "Hot work" (welding, cutting, brazing) requires a permit and coordination with the Property Manager at least 48 hours in advance.

• The Buy American Act generally requires the use of domestic construction materials.
