This document contains questions submitted by potential offerors and the Government's responses regarding the solicitation for RRAD - Steel Roadwheel Blanks.

• Small Business Restrictions: The award could be set aside for small businesses, and an updated combined synopsis/solicitation will be uploaded. (R1)
• Cost and Pricing Data: Streamlined procedures will be used, but a request for other than certified cost and pricing data may be made. (R2)
• Pricing Risk: Contractors are responsible for factoring in pricing risk for total quantities. (R3)
• Material Clarification: The solicitation title and CLIN 0001 will be amended to reflect steel roadwheels, not aluminum. (R4)
• Quantity Confirmation: The total contract quantity is 17,510 each, with monthly deliveries between 2,000 and 3,000 each. (R5)
• Place of Performance: Manufacturing will occur at the contractor's facility, with items shipped to RRAD for inspection and acceptance. (R6)
• Contract Type: The contract will be a definite quantity, Firm Fixed Price. (R7)
• Drawings: Drawings 12358464 Rev H and QAP 12358464 Rev K are confirmed as the latest revisions. (R8)
• Packaging/Marking: Contractors shall use best commercial industry practice for packing and marking. Shipping documents must include the Contract number. (R9)
• Certificate of Conformance: A manufacturer CoC statement is required with each shipment, per FAR 52.246-15. (R10)
• Proposal Format: There is no page limit for proposals or quotes. (R11)
• Evaluation Criteria: Award will be made to the offeror representing the Best and Lowest Responsive Offer based on price, technical acceptability, and delivery time frame. (R12)
• Inspection/Acceptance: Inspection and acceptance will occur at RRAD. (R13)
• Product Finish: Wheels will be manufactured up to the point of rubber vulcanization, with no additional coatings beyond manufacturing processes. (R14)

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure STEEL ROAD WHEEL BLANKS. The Red River Army Depot (RRAD) requires contractors to manufacture and supply these blanks in accordance with TACOM P/N: 12358464 Rev H.

• Manufacture and supply STEEL ROAD WHEEL BLANKS.

• Must comply with TACOM drawing 12358464 Rev H, Quality Assurance Requirement (QAP) 12358464 REV K, and include a Certificate of Conformance (CoC) with each delivery.

• Early delivery is acceptable at no additional cost.

• Delivery shall be FOB destination.

• Capability to provide approximately 1800 ea. within 60-90 calendar days after Delivery Order issuance, and then 2000-3000 ea. monthly thereafter.

• Contract Type: Firm Fixed Price - requirements type contract.

• Period of Performance: April 1, 2026, through December 31, 2026.

• Estimated Quantity (FY26): 17,510 each.

• Offers must be complete, self-sufficient, and respond directly to the requirements.

• Submission Deadline: March 3, 2026, at 3:00 PM CST.

• Offers consist of two parts: Part I – Price and Part II – Technical.

• Evaluation Criteria: Award will be made to the responsible offeror whose offer is the lowest responsive offer, considering technical capability, past performance (Go/No-Go Criterion responses), and price.

• Technical evaluation will be a "go/no-go" or "pass/fail" basis, requiring an "Acceptable" rating.

• Go/No-Go Criterion requires confirmation of manufacturing capability without deviation, prior manufacturing experience with similar items, and delivery capability.

• Supporting documentation is required for "YES" responses to Go/No-Go criteria.

• NAICS Code: 331110, with a small business size standard of 1500.

• Set Aside: NONE (open market).

• The Technical Data Package (TDP) is restricted and requires a current SAM.gov registration and an approved DD 2345 certification to access.

• Offerors must include a statement regarding acceptance of terms and conditions or list exceptions with rationale.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure STEEL ROAD WHEEL BLANKS. The Red River Army Depot (RRAD) requires contractors to manufacture and supply these blanks in accordance with TACOM P/N: 12358464 Rev H.

• Manufacture and supply Aluminum Roadwheel Blanks IAW TACOM dwg 12358464 Rev H. FY26.

• Provide Certificate of Conformance (CoC) with each delivery to RRAD.

• The steel component must be produced to the specifications of drawings 12358464 Rev H, in accordance with Quality Assurance Requirement (QAP) 12358464 REV K.

• Delivery shall be FOB destination.

• Contract Type: Firm Fixed Price - requirements type contract.

• Period of Performance: April 1, 2026, through December 31, 2026.

• Estimated quantities for FY26: 17,510 each.

• Delivery Schedule: Capable of providing 1800 ea. within approximately 60-90 calendar days after issuance of Delivery Order and approximately 2750 ea. every month thereafter.

• Submission Deadline: 3 MAR 2026 @ 3:00 pm CST.

• Offers must be complete, self-sufficient, and respond directly to the requirements.

• Offers consist of two parts: Part I – Price and Part II - Technical.

• Evaluation Criteria: Award will be made to the responsible offeror whose offer provides the best value to the government, considering technical capability, past performance (Go/No-Go Criterion), and price.

• Price Evaluation: Offers will be ranked from lowest to highest Total Evaluated Price (TEP).

• Technical Evaluation: Will be a go/no-go or pass/fail basis, assigning a rating of Acceptable or Unacceptable.

• NAICS Code: 331110, with a small business size standard of 1500.

• Set Aside: NONE.

• This announcement constitutes the only solicitation; OFFERS are being requested, and a written solicitation document will not be issued.

• Interested offerors must have a current sam.gov registration AND an approved DD 2345, “Military Critical Technical Data Agreement" certification to access the Technical Data Package (TDP).

• Offerors must state whether the terms and conditions are acceptable without modification, or list exceptions and rationale.
