Scope of Work

This solicitation is for the supply of STEM DISC ASSEMBLY, requiring adherence to specific quality and technical standards. Key requirements include:

• Quality Assurance: Compliance with MIL-I-45208 higher-level contract quality requirements and maintenance of an inspection system acceptable to the Government. Reports of Test and Inspection (ROTIs) are due 40 days prior to delivery, and first article test reports within 45 days of order date.
• Material Specifications: If the IRPOD specifies MIL-P-24503, vendors must advise the manufacturer's name and material grade.
• Technical Documentation: Access to IRPOD, drawings, technical data, STRs, military specifications, and Commercial Item Descriptions (CID) is available at the new BPMI eCommerce website (https://logistics.unnpp.gov/ecommerce). Pre-registration and a password are required.
• Document Precedence: In case of conflict, amendments take precedence, followed by the schedule of supplies, terms and conditions, IRPOD/Master Procurement Specification, STRs, drawings, and specifications.
• Waivers/Deviations: Requests for delivery date extensions or waivers/deviations must include a detailed explanation, justification, and an evaluation demonstrating no adverse impact on quality, form, fit, or function.
• Environmental: Mercury or mercury-containing compounds shall not be intentionally added or come into direct contact with hardware.
• Packaging: MIL-PRF-23199 and MIL-DTL-24466 green poly bags apply for cleanliness controls (e.g., MIL-STD-767, MIL-STD-2041). Fire retardant packaging is no longer required. MIL-STD 2073 packaging applies as specified.

Submission Requirements

• Provide a quoted delivery date for each line item.
• Submit a complete package of Vendor Certified Reports of Test and Inspection (ROTI) per DI-QCIC-8872 (latest rev) at the End of Contract (EOC) to NAVSUP-WSS, Code N9433. Authorization to ship material from the PCO is required.
• Submit applicable pre-manufacturing procedures, drawings, and other submittals per DI-QCIC-8871 within 45 days after contract award to NAVSUP-WSS code N9433.
• Ensure Small Business Program Representations are completed.
