This requirement is for the manufacturing and supply of a Stem for a size 3 inch Ball Valve in accordance with Naval Sea Systems Command Drawing 845-4558766, Item 13A. Due to its critical use in shipboard systems, the material requires stringent control procedures to prevent failure, injury, or loss. Key requirements include:

  • Use of QQ-N-286 material (Form 2, Cold Drawn, Annealed and Age Hardened) with no weld repair allowed.
  • Quantitative chemical and mechanical analysis, and specific testing certifications (Annealing, Age Hardening, Ultrasonic Inspection).
  • Inspection of O-ring grooves and mating sealing surfaces per General Acceptance Criteria (GAC).
  • Slow Strain Rate Tensile Tests for QQ-N-286 must be performed by approved laboratories.

Quality Assurance & Submission

Contractors must provide and maintain a quality system in accordance with ISO-9001, amplified by ISO-10012 or ANSI-Z540.3 with ISO-17025. Government Quality Assurance (GQA) at source by DCMA QAR is required. Critical requirements include:

  • Certificate of Compliance for Special Emphasis Material.
  • Traceability and Certification Requirements for all materials, including unique traceability numbers, heat-lot, and heat-treat numbers.
  • Material Handling procedures to maintain traceability throughout manufacturing and subcontracted operations.
