Quick Summary

The Department of the Navy, specifically NAVSUP Weapon Systems Support Mechanicsburg, is soliciting proposals for the manufacture and supply of a Stem for a 5-inch Ball Valve. This requirement is designated as SPECIAL EMPHASIS material due to its use in a crucial shipboard system, where failure could lead to serious injury, loss of life, or loss of the ship. This is a Total Small Business Set-Aside. Proposals are due by July 13, 2026.

Scope of Work

The contractor will be responsible for manufacturing a Stem for a size 5 inch Ball Valve in accordance with Newport News Drawing 2285-304, piece 9. The material required is QQ-N-286, Alloy UNS N05500, Form 2, annealed and age hardened, with no weld repair allowed. The scope includes strict adherence to detailed specifications, testing, quality assurance, and traceability requirements for this critical component.

Key Requirements

  • Material & Testing: Quantitative chemical and mechanical analysis is required for the Stem, made from QQ-N-286. Slow Strain Rate Tensile Tests must be performed by one of the specified approved laboratories. Ultrasonic Inspection is required for starting material made from QQ-N-286 with a diameter of 4 inches or greater.
  • Quality System: Contractors must maintain a quality system in accordance with ISO-9001 (amplified/modified) and ISO-10012 or ANSI-Z540.3 with ISO-17025. MIL-I-45208 with MIL-STD-45662 is an acceptable alternative.
  • Traceability & Certification: Strict material traceability is required from raw material to finished component, including unique traceability numbers and markings. Comprehensive test certifications (CDRL DI-MISC-80678, DI-MISC-81020) are mandatory, with specific requirements for electronic signatures and positive, unqualified statements.
  • Inspection: Government Quality Assurance (GQA) will be performed at the source. Final inspection includes material sampling per ANSI/ASQ-Z1.4 and 100% inspection of traceability markings and certification data.
  • Waivers/Deviations/ECPs: Detailed procedures for submitting waivers, deviations, and Engineering Change Proposals (ECPs) are outlined, requiring review and approval by the Contracting Officer.
