Scope of Work
The contractor will provide comprehensive S&RTS, including stevedoring, longshoring, vessel and truck loading/discharging, port reception, cargo management, staging, intra-port transfers, cargo preparation, Tallying & Checking (T&C), and warehousing of Government-provided materials. Services are required 24 hours a day, seven days a week, 365 days a year, at the ports of Penang, Klang, Bintulu, Johor, Kuantan, Labuan, and Tanjung Pelepas. The scope covers all classes of supply, such as military vehicles up to 150,000 lbs, AA&E, hazardous materials, sensitive, controlled, and refrigerated cargo, handled through various modes of transport (LO/LO, RO/RO, TO/TO). The contractor must provide all necessary gear, Material Handling Equipment (MHE), and qualified labor.

Submission & Evaluation
Quotes must be submitted via email by the due date and include three parts:

- Part III: Price Quote (based on Attachment 2 - Schedule of Rates)
Award will be made to the offeror with the lowest evaluated price whose Technical Submission is rated "Acceptable" and whose Price Quote is deemed "Fair and Reasonable." The Technical Submission will be rated ACCEPTABLE or UNACCEPTABLE, with an unacceptable rating on any question resulting in an overall unacceptable rating. Strict page limits apply to technical documents (e.g., 15 pages for the Technical Worksheet, 5 pages for the Mission Essential Plan).
