Quick Summary

The U.S. Transportation Command (USTRANSCOM), under the Department of Defense, is soliciting proposals for Stevedoring & Related Terminal Services (S&RTS) at various ports in Malaysia. This unrestricted opportunity seeks to secure comprehensive services for the import and export of Defense Transportation System (DTS) sponsored cargo. The response deadline has been extended to March 6, 2026, at 12:00 PM CT.

Scope of Work

The contractor will provide the full spectrum of S&RTS for US military cargo, including containers, vehicles (up to 150,000 lbs), breakbulk, and rotary or fixed-wing aircraft. Services encompass stevedoring, longshoring, vessel and truck loading/discharging, port reception and disposition, cargo management staging, intra-port transfers, cargo preparation, Tallying & Checking (T&C), and warehousing of government-provided materials. Operations are required 24 hours a day, seven days a week, 365 days a year, across designated ports in Malaysia: Penang, Klang, Bintulu, Johor, Kuantan, Labuan, and Tanjung Pelepas. This includes handling all classes of supply, AA&E, hazardous materials, and sensitive, controlled, or refrigerated cargo.

The Technical Submission requires completion of Attachment 5 (Technical Worksheet) and Attachment 3 (Mission Essential Plan), adhering to specified page limits. Award will be made to the offeror with the lowest evaluated price whose Technical Submission is rated "Acceptable" and whose Price Quote is deemed "Fair and Reasonable." A Mission Essential Plan (Attachment 3) is mandatory, detailing how essential services will continue during a crisis, and failure to complete it accurately may result in ineligibility.

This worksheet is critical for ensuring compliance and completeness of the proposal, guiding bidders through required company details, certifications, and supporting documents.
