• Services are required for a 5-Year Ordering Period from May 1, 2026, to April 30, 2031.

• An option to extend services for an additional six months (May 1, 2031, to October 31, 2031) is included.

• Award will be made on the basis of the lowest evaluated price of the quote whose Technical Submission is rated "Acceptable" and whose Price Quote is deemed "Fair and Reasonable."

• The government reserves the right to waive certain cost and pricing data requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Stevedoring and Related Terminal Services (S&RTS) for the Military Operations Terminal, 835th Transportation Battalion, supporting the United States Army Transportation Command (ARTRANS).

• Provide comprehensive S&RTS at designated seaports in Malaysia (Penang, Klang, Bintulu, Johor, Kuantan, Labuan, and Tanjung Pelepas).

• Services include stevedoring, longshoring, vessel and truck loading/discharging, cargo management, staging, intra-port transfers, cargo preparation, checking and tallying (C&T), and handling/warehousing of government-provided materials.

• Operations are required 24 hours a day, seven days a week, 365 days a year.

• Services cover all classes of supply, including military vehicles up to 150,000 lbs, AA&E, hazardous materials, sensitive, controlled, and refrigerated cargo.

• Contractor must provide all necessary gear, Material Handling Equipment (MHE), and qualified labor.

• Ports in Malaysia: Penang, Klang, Bintulu, Johor, Kuantan, Labuan, and Tanjung Pelepas.

• Operations are continuous (24/7/365).

• Security: Adherence to U.S. Government and host nation security requirements, including personnel screening, port access, and potentially physical security measures like container security walls or fencing. Personnel will not require access to Non-Secure Internet Protocol Router Network (NIPRNet) applications.
