Statement of Work (SOW) / Performance Work Statement (PWS)

To perform painting and mechanical refurbishment of eight (8) steel stoplogs at Snell Lock in Massena, NY. The stoplogs are used to create a dam for dewatering the lock for winter work or emergencies.

• Refurbishment of eight stoplogs (two Type A, three Type B, three Type C).

• Tasks include blasting, painting, minor structural steel weld repairs, removal and replacement of all stoplog rollers, rubber seals, and hardware.

• Existing coatings are assumed to contain lead-based paint (LBP); contractor will be designated authorized agent for waste generation.

• New coating system: Vinyl type Zinc Rich Coating for Impacted Steel Structures, applied to SSPC-SP 5 White Metal Blast standard.

• Stoplogs are located in a pit at the west end of Snell Lock on the south side. GLS will remove stoplogs from the pit for contractor work.

• Work must comply with approved Project and Waste Management plans, EPA, and NYSDEC requirements.

• Daily QC documentation required.

• Environmental monitoring for compliance with Federal, State, and local regulations.

• AMPP C-3 qualified Lead Removal Supervisor required on-site during lead handling.

• AMPP CIP Level 2 certified paint inspector required on-site.

• Coating applicator must have documented experience applying USACE vinyl coating systems.

• Detailed Project Schedule, Project Work Plan, Submittal Log, Staging and Storage Facility Plan, Hazardous Materials Storage Plan, Stoplog Handling and Rigging Plan, Painting Procedures and QC Plan, and Waste Management Plan required.

• Contractor responsible for providing utilities (water, power, compressed air, etc.).
