• Font Sizes: Larger font sizes are permissible for headings and tables of contents to improve legibility, but narrative body text, tables, and charts must adhere to Arial 11 or Times New Roman 12.
• Seal Appurtenances and Hardware: Bolts, flanges, stiffeners, retaining bars, spacer bars, gaskets, clamp bars, skin plates, and j-bulb seals are addressed. J-bulb seals will be provided by GLS. Seal retaining/clamp bars will be repainted and reused. Rubber gaskets and their fasteners are not to be removed or replaced, nor are the steel angles. Spacer bars are typically welded and do not require removal. Skin plates are not to be removed.
• Stop Log Types: Refer to PWS, section 3 for the breakdown of stop log types.
• Payment Terms: This is a Firm-Fixed-Price (FFP) service contract. Payment is based on successful performance or completed milestones. Advance payments or separate invoices for materials are not authorized; upfront costs must be factored into the FFP proposal.
• New Requirement: This is a brand-new requirement, not an incumbent contract.
• Stop Log Removal: GLS will lower/raise stop logs on or off a trailer with their stationary stiffleg derrick. All additional work is performed by the contractor.
• Site Visit Sign-in Sheet: Attached in excel format.
• GLS Crane Use: GLS will use their stationary stiffleg derrick crane for removing/replacing stop logs from the pit. This crane can load/unload onto contractor equipment adjacent to the pit. For other handling, GLS has used a 140T mobile crane. Crane size for contractor use will be dictated by the work plan and stop log weights.
• Working Hours: Proposed by the contractor and approved by the GLS COR. Weekend work is permitted. GLS personnel are reduced on weekends, but CIT inspector will be present. GLS derrick crane operators are available Monday-Thursday, 7:00 AM - 3:30 PM EST, with a 2-workday advance notice required.
• CIT Inspector Role: Full-time on-site for general inspection, with an AMPP level 2 Quality Assurance Inspector for coating work.
• Liquidated Damages: None included.
• Labor Classifications: Offerors have flexibility to propose their own staffing solutions. Refer to the SCA Directory of Occupations for closest matching classifications if not on the Wage Determination. A Standard Form (SF) 1444 may be required post-award.
• Coating System: USACE System 3-A-Z (vinyl system) complies with NYS VOC limits. Manufacturer data sheets confirming VOC content must be supplied.

To perform painting and mechanical refurbishment of eight (8) steel stoplogs at Snell Lock in Massena, NY. The stoplogs are used to create a dam for dewatering the lock for winter work or emergencies.

• Refurbishment of eight stoplogs (two Type A, three Type B, three Type C).

• Tasks include blasting, painting, minor structural steel weld repairs, removal and replacement of all stoplog rollers, rubber seals, and hardware.
