Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to comprehensively rehabilitate Quarters 6, a 1,750 SF, 3-bedroom, 1.5-bathroom residential structure, by addressing deteriorated plumbing and HVAC components, mold, and crawlspace issues.

• Demolition of existing plumbing and HVAC components.

• Mold remediation within the crawlspace.

• Installation of new PVC plumbing (interior and exterior), including sewer piping replacement and cleanouts.

• Installation of new HVAC ductwork.

• Crawlspace encapsulation with a minimum 14-mil polyethylene vapor barrier and rigid foam insulation.

• Installation of a dehumidification system (minimum 70 PPD Aprilaire or equivalent).

• Correction of sagging main line and subfloor repairs as needed.

• Testing and commissioning of plumbing, HVAC, and dehumidifier systems.

• All work must comply with applicable International Residential Code (IRC), International Plumbing Code (IPC), International Mechanical Code (IMC), OSHA 29 CFR 1926, and all local and state building codes.

• Ductwork must be insulated and sealed to prevent condensation and air leakage, and balanced.

• Crawlspace encapsulation requires specific material (14-mil vapor barrier) and insulation.

• Temporary shutdowns require advance written approval from the Contracting Officer's Representative (COR).

• Contractor must submit a safety plan, plumbing layout drawing, HVAC duct layout, product data for dehumidifier and fixtures, mold remediation product data, and test reports for plumbing and HVAC.

• All submittals must be on the Government CM-16 form and approved by the COR.

• Contractor is responsible for all materials and equipment on site.

• Employees must be legal to work in the U.S. and not be prior convicted felons.

• Contractor shall provide safety equipment (cones, barricades).

• Jobsite superintendent must ensure personnel follow the site safety plan.

• Contractor shall sweep the area of dirt and debris at the conclusion of work.

• Substantial completion and final inspection process outlined, requiring COR approval.

• Payment will be made via lump sum price through the Invoice Processing Platform (www.ipp.gov).
