This amendment extends the effective date of the solicitation to 05/04/2026. Offers must acknowledge receipt of this amendment. The solicitation is amended as of the effective date, and offers are extended. Bidders must acknowledge receipt of this amendment prior to the specified hour and date for receipt of offers.

Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to perform comprehensive rehabilitation of Quarters 5 and Quarters 6 at Stones River National Battlefield.

• Quarters 5: Full crawlspace encapsulation, installation of a dehumidifier system with condensate pump, and replacement of existing cast iron plumbing piping with new PVC piping.

• Quarters 6: Demolition and replacement of deteriorated plumbing components, crawlspace encapsulation, HVAC ductwork replacement, installation of a dehumidification system, installation of approximately 316 lineal feet of French drain, and installation of gutter downspout extensions.

• General: Demolition of deteriorated plumbing and HVAC components, mold remediation, installation of new PVC plumbing (interior and exterior), HVAC duct system replacement, crawlspace encapsulation, installation of dehumidification systems, and drainage improvements.

• All work must comply with applicable International Residential Code (IRC), International Plumbing Code (IPC), International Mechanical Code (IMC), OSHA 29 CFR 1926, and all local and state building codes.

• Contractor shall maintain continuous access and utility service to adjacent facilities.

• Sewer services to the NRM building, Maintenance Yard, and Q5 shall remain operational at all times during construction.

• The project involves Quarters 5 and Quarters 6 at Stones River National Battlefield.

• Work will be phased and completed sequentially, with Quarters 6 work completed before Quarters 5 work.

• Demolition: Includes removal of existing HVAC ductwork, plumbing fixtures, and debris. Protection of existing utilities, framing, flooring, and structural components is required. Disposal of debris must be in approved landfill facilities.

• Mold Remediation: Requires installation of negative air machines, application of approved microbial growth treatment, and disposal of contaminated materials per EPA guidelines.

• Plumbing: Installation of new PVC plumbing systems, including toilets and sinks, and connection to new PVC mains. Repair of walls/floors and subfloors as necessary.

• Drainage: Installation of French drain system and gutter downspout extensions to manage water away from foundations.

• Crawlspace Encapsulation: Sealing vents/openings, foundation cracks, installation of a 14-mil polyethylene vapor barrier, rigid foam insulation, and a dehumidifier system.

• HVAC Ductwork (Quarters 6): Installation of a complete ductwork system, insulation, securement, connection to AC unit, sealing, and airflow balancing.

• Testing & Commissioning: Plumbing, HVAC, and dehumidifier systems must be tested and confirmed in writing.

• Submittals: Contractor must submit a safety plan, plumbing layout drawing, dehumidifier/mold remediation product data, test reports, and product data for fixtures. All submittals on Government CM-16 form.

• Security: Contractor is responsible for all materials and equipment on site. Employees must be legal to work in the US and not be convicted felons. Work hours are 7:00 AM to 4:00 PM, Monday-Friday, with exceptions for Federal holidays or facility closures.

• Administrative: Contractor must provide safety equipment, ensure jobsite personnel follow the safety plan, sweep the area, verify underground utilities, and restore disturbed areas.

• Occupancy: Quarters 5 is currently occupied; occupants will be relocated to Quarters 6. Work on Quarters 5 cannot commence until occupants are confirmed relocated and government authorization is given.

• Coordination: Contractor must coordinate scheduling with the Contracting Officer's Representative (COR) to minimize disruptions and maintain safe occupancy.

• Completion: Requires substantial completion request, final inspection, and post-construction inspection. Payment via lump sum price through the Invoice Processing Platform (IPP).

Amendment / Modification

This amendment (0002) to solicitation 140P5226R0007 adds new work and modifies the existing scope. Specifically:

• Added Work (Item 0002): This section details work related to "Quarters 6 and Quarters 5," including:

  • Demolition and removal of cast iron pipe.
  • Demolition and removal of HVAC duct work.
  • Installation of PVC plumbing and new duct.
  • Mold remediation of the crawlspace and encapsulation.
  • This work is associated with PMIS # 347647 and has a Period of Performance from 06/15/2026 to 09/30/2026.

  • Demolition and removal of HVAC duct work.
  • Installation of PVC plumbing and new duct.
  • Mold remediation of the crawlspace and encapsulation.
  • This work has a Period of Performance from 06/18/2026 to 09/23/2026.

• The solicitation's scope of work has been expanded to include the demolition, removal, and installation tasks described above.
