This is a pre-solicitation notice for non-commercial products, prepared in accordance with FAR Subpart 13.105. A written solicitation will be posted on sam.gov. The associated Request for Quotation (RFQ) number is N3904026Q5227. The solicitation will incorporate provisions and clauses in effect through FAC 2025-06 and DFARS Change 2025-1110.

• Item 0001: STUD, CONTINUOUS THREADED (BOLT-STUD), 4340 STEEL, PHOSPHATE COATED, 400 Linear Inches. Specifications are listed in the Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program manual. BOA Item: 7018AC, NSN: 1H 5307-01-338-4281 X2.

• Item 0002: Nominal Size: 0.625"-11UNC-3A X 18.000", 1 Set. Contract Data Requirements List for Item 0001 is in full accordance with the Contract Data Requirements List for BOA Item 7018AC listed in the Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program manual.

• All manufacturing and data requirements are in full accordance with the specifications and Data requirements for BOA Item 7018AC listed in the Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program manual.

• Delivery Point: Portsmouth Naval Shipyard, Kittery, ME.

• There will be no Government-Furnished Material.

• Vendors must possess a 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual and either:

  1. Hold a Basic Ordering Agreement satisfying applicable procedure requirements and Higher Level Contracting Quality Requirements (MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C).
  2. Provide applicable Non-Destructive Testing and/or Coating procedures (if required by technical data) and evidence of compliance with Higher Level Contracting Quality Requirements (MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C).

• If unable to meet bidding requirements or receive an award, submit written confirmation to the Contracting Officer stating the manual has been returned or destroyed as per DD2345 form instructions within 45 days following solicitation closure.

• NAICS code: 332722. Small Business Standard: 600 employees.

• This will be a 100% Small Business Set-Aside solicitation.

This document provides instructions for submitting a quote for a delivery order under an existing contract, likely for fasteners, as indicated by references to fastener program manuals and technical requirements. • Vendors must possess a 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual.

• Vendors must meet specific technical requirements related to manufacturing fasteners, referencing the aforementioned manual and dated September 2021.

• Technical Confidence Submission requires either:

  • Holding a Basic Ordering Agreement (BOA) that satisfies applicable procedure requirements and Higher Level Contracting Quality Requirements (MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C).
  • OR Providing applicable Non-Destructive Testing and/or Coating procedures (if required) and evidence of compliance with Higher Level Contracting Quality Requirements (MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C).

• Vendors must provide their lowest pricing terms for the requested items.

• The award will be a delivery order resulting from this solicitation.

• Quotes will be evaluated based on the Lowest Price Technically Acceptable (LPTA) method.

• Evaluation factors are: 1. Technical Capability, 2. Price, 3. Past Performance.

• Technical Capability requires the ability to meet manufacturing requirements from the specified Fastener Program Manual.

• Past Performance will be evaluated based on recent (within 5 years) and relevant contracts/projects.

• Failure to include pricing for all line items will be cause for rejection.

• Vendors must be registered in the System for Award Management (SAM) database.

• The Portsmouth Naval Shipyard is the sole authorized distributor of the program manual; vendors cannot quote without possessing it or a BOA Book.
