Submission & Evaluation
Quotations must be submitted electronically to MRSSProcurement@state.gov in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format. Submissions must not exceed 30MB per email; larger submissions require separate files. Required documents include SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information from Section 3, and proof of SAM registration. Offerors must be registered in SAM (www.sam.gov) prior to submission. Award will be made to the lowest priced, acceptable, responsible quoter, based on compliance with RFQ terms and FAR 9.1 responsibility analysis. Incomplete proposals or those not in English will not be accepted.
