Quick Summary

The Advanced Research Projects Agency for Health (ARPA-H), under the Department of Health and Human Services, has issued an Innovative Solutions Opening (ISO) for the Systematic Targeting Of MicroPlastics (STOMP) program. This initiative seeks proposals to quantify micro- and nano-plastics (MNPs) in humans, understand their deposition, and develop methods to limit uptake and remove MNPs from the body. ARPA-H anticipates awarding multiple Other Transaction (OT) Agreements. Full Proposals are due June 22, 2026, at 5:00 PM ET.

Scope of Work

The STOMP program is structured into two 30-month phases, focusing on two primary Technical Areas (TAs):

  • TA1: Measurement
    • Develop best-in-class, standardized, validated MNP measurement techniques for animal and human samples.
    • Create novel, fast, cheap, and easy-to-use systems for quantifying MNPs in clinical human samples at scale.
    • Validate the correlation between MNP content in bodily fluids and tissue samples.
  • TA2: Understanding
    • Define whole body and organ system bioaccumulation and health impacts of MNPs through acute and chronic exposure studies in animal models.
    • Establish the mechanistic framework for MNP trafficking and toxicity at cellular and subcellular levels.
  • TA3: Removal will be addressed in a future solicitation.

Contract Details

  • Type: Innovative Solutions Opening (ISO) leading to multiple Other Transaction (OT) Agreements.
  • Duration: Two 30-month phases.
  • Set-Aside: None specified.
  • Eligibility: Open to universities, non-profit organizations, small businesses, and other than small businesses. Federally Funded Research and Development Centers (FFRDCs) and other Government Entities are prohibited from participating as prime or sub-performers. ARPA-H prioritizes awards to entities conducting work in the United States.
  • Amendments: Amendment 2, issued May 6, 2026, corrected a typo in TA1.2 metrics (50 µm to 50 nm) and revised Section B. Cost and Pricing Data Support, removing requirements only necessary for negotiations.

Submission & Evaluation

  • Full Proposals Due: June 22, 2026, 5:00 PM ET.
  • Submission Method: Via the ARPA-H Solution Submission Portal.
  • Evaluation Criteria: Overall Scientific and Technical Merit, Proposer's Capabilities and/or Related Experience, and Assessment of Proposed Cost/Price.
  • Required Attachments: Proposers must use the provided Preliminary Task Description Document (TDD) template and the ARPA-H Cost Proposal Spreadsheet (Other Transaction).
  • Notes: Proposers must have an active SAM.gov registration. Commercialization plans are required for TA1 proposers. Data sharing among awardees is a requirement.
