• 1000 Hr. It also includes replacing all flexible pipes and expansion joints.

• 6000 Hr. Maintenance: Includes all 2000 Hr. maintenance tasks plus replacement of electric injectors, cylinder heads, jacket water pumps, seawater pumps, turbochargers, resilient mounts, torsional flexible couplings, and oil coolers.

• 18000 Hr. Maintenance (Overhaul): Includes all 6000 Hr. maintenance tasks plus replacement of the oil pump, cylinder liners and O-rings, piston rings, main and conrod bearings, and measurement of the small end of the conrod bushing, camshaft, and crankshaft.

• Additional Requirements: Furnishing and installing SOLID displays to replace local controllers, demonstrating engine operation with SOLID displays, providing instruction on SOLID display usage, and accomplishing annual verification of safeties and alarms. Annual ABS testing is also required.

• Work locations are specified as Norfolk, VA for one instance and Subic Bay, PI for others. A firm Period of Performance will be determined at the time of award.

• Ship's force is responsible for draining, disposal, and replenishment of all fluids.

• OEM recommended 250- & 500-hour Preventive Maintenance Services (PMS) are to be completed by ship's force.

• Due to COVID-19, travel/work may be restricted at the time of award.

• Parts lists are provided for various maintenance intervals (1000, 2000, 6000, 18000 hours), with a note that part numbers may change due to upgrades, but quantities remain the same. Some parts may be supplied from a rotatable pool.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive maintenance and support services for Isotta Fraschini V1312C2ME-HPCR Ship Service Diesel Generators (SSDG) installed on Expeditionary Fast Transport (EPF) Class Vessels.

• Maintenance: Periodic equipment maintenance, including 1000, 2000, 6000/8000, and 18,000/24,000-hour services, overhauls of various engine components (cylinder heads, turbochargers, pumps, etc.), and annual ABS Safeties and Automation Testing.

• Support: Technical representative visits (CONUS and OCONUS), remote technical support (phone/email), telephone consultations, and hardware/software configuration management.

• Parts & Materials: Supply of new or rebuilt parts, tools, and consumables. Management of a Government Furnished Material (GFM) rotational asset pool, including storage and reporting.

• Training: Provide SSDG training to MSC personnel and develop EPF Training Class Material.

• Reporting: Submit "as found" condition reports, project schedules, daily updates, and final written reports for each technical support effort.

• Response Times: Project Manager (PM) response within 24 hours (72 hours for course of action) for routine requests; 4 hours (8 hours for course of action) for emergent/CASREP work. Service Representatives to initiate travel within 24 hours for deployed ships and arrive within 72 hours; visit homeport ships within 48 hours.

• Personnel Qualifications: Qualified OEM-approved personnel required. Service Representatives need at least 3 years of relevant experience and 1 year specifically with diesel generator maintenance.

• Reporting: Maintain a Trouble Log for remote support and submit standardized EPF Class reports.

• Services required on Expeditionary Fast Transport (EPF) Class Vessels, which operate globally (CONUS and OCONUS).

• Personnel: PM must be fluent in English and respond within specified timeframes. Service Representatives must be fluent in English and possess specific experience. Trainees require close supervision.

• Parts: Use GFM parts from inventory when available and replenish them. Contractor to supply other required parts, ensuring OEM or equivalent quality.

• Travel: Follow Joint Travel Regulations (JTRs). Travel time billed at straight time rates.

• Reporting: Detailed "as found" condition reports and standardized final reports are mandatory.
