Quick Summary
The Department of Homeland Security (DHS) is issuing a Request for Information (RFI) for Tactical Communications and Technical Investigative Comprehensive Solutions (TACTICS). This market research aims to identify qualified sources for a potential Multi-Agency Contract (IDIQ) to procure TACTICS solutions. Responses are due January 30, 2026, by 12 PM ET.
Purpose
This RFI is for informational and planning purposes only, to conduct market research. The goal is to determine the feasibility of establishing a Multi-Agency Contract (IDIQ) for TACTICS and to inform future acquisition strategies. It is not a solicitation or a request for proposals.
Scope of Work
The government seeks access to a wide variety of TACTICS commodity equipment and related services, encompassing both Tactical Communications (TACCOM) and Technical Investigative Surveillance (TechOps). Specific requirements will be defined at the order level under a future IDIQ.
Key Categories Include:
- Equipment: Radios and accessories, infrastructure (software, hardware), maritime/air communications and surveillance, mobile command and control vehicles, satellite equipment, devices for tactical information collection/processing/exploitation/dissemination, and other tactical devices (e.g., acoustic signaling, seismic detectors, counter-UAS). Also includes video, audio, sensor, tracking, and communications intercept capabilities.
- Services: Radio services (develop, maintain, program, install, deploy), Technical Operations (TechOps) Systems services, Operations and Support (O&S) for TacCom or TechOps systems, engineering services (spectrum support, architect, design), Service Based Systems for tactical communications or technical investigative capability, and general project management.
Special Requirements: Future solutions must adhere to technical constraints such as TIA standards, NTIA rules, DOJ Integrated Wireless Network, specific Motorola systems, NIST FIPS standards, Open Network Video Interface Forum Profile S, and IEEE 802.3 standards. Only new OEM equipment is generally required, with provisions for technology refreshment, commercial warranties, various reporting (e.g., subcontracting, small business, TDR), and Section 508 compliance.
