Request for Information (RFI)

This RFI is issued by the Department of Homeland Security (DHS) for market research and planning purposes. The goal is to identify qualified and interested sources for Tactical Communications and Technical Investigative Comprehensive Solutions (TACTICS). DHS intends to use the gathered information to determine the feasibility of establishing a Multi-Agency Contract (IDIQ) and to formulate acquisition strategies for future competitive solicitations. This notice is not a solicitation or RFP, and responses do not create a binding contract.

DHS requires access to a wide variety of TACTICS commodity equipment and related services. This includes:

Technical Category 1: Equipment

• Radios and Accessories
• Infrastructure (software, hardware, microwave, backhaul, etc.)
• Maritime/Air communications and surveillance equipment
• Mobile Command and Control, Communications, and Surveillance Vehicles
• Satellite equipment and infrastructure
• Devices, software, hardware, systems, networks for collection, process, exploitation, dissemination, or presentation of tactical information
• Other Tactical Devices and Capabilities (e.g., acoustic signaling devices, seismic detectors, radar sets, devices for countering unmanned systems)
• Video, Audio, Sensor, Tracking, and Communications Intercept Capabilities (including body worn devices)

Technical Category 2: Services

• Radios (development, maintenance, installation, repair, support)
• Technical Operations (TechOps) Systems (development, maintenance, installation, repair, support)
• Operations and Support (O&S) Services (operating, providing, and sustaining TacCom or TechOps systems)
• Engineering (spectrum support, architecting, design, integration, testing)
• Service Based Systems (capturing and processing tactical communications or technical investigative capabilities)
• General (project management, documentation, training, accreditations)

Responses are limited to three (3) pages and must include:

• Company name and address
• Business size/socio-economic category (NAICS Codes 334220 and 541330)
• Points of contact (phone, email)
• Company CAGE code and UEI number
• Description of capability to provide TACTICS equipment/services, selecting relevant subcategories
• Feedback or comments on the draft Statement of Work (SOW)
• Other considerations for DHS planning

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the scope for the TACTICS (Tactical Communications and Technical Investigative Comprehensive Solutions) Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The primary objective is to provide the Department of Homeland Security (DHS) with commercial commodity solutions for a wide variety of applications, supporting legacy systems and enabling access to updated technology and interoperable solutions.

• The scope encompasses both Tactical Communications (TACCOM) and Technical Investigative Surveillance (TechOps) Equipment and Services.
• TACCOM involves the electronic exchange of information for law enforcement operations.
• TechOps involves surveillance capabilities and techniques for investigating criminal activity or providing situational awareness.
• Both categories involve mission-critical communications (voice, video, and data).
• The Contractor will provide a renewable variety of TacCom and TechOps commodity equipment from multiple Original Equipment Manufacturers (OEMs), along with services such as infrastructure, operation, and sustainment.

• Technical Constraints: Compatibility with TIA standards, NTIA rules, DOJ Integrated Wireless Network, specific Motorola systems, NIST FIPS standards, Open Network Video Interface Forum Profile S, IEEE 802.3 standards, and specific battery/wireless device certifications.

• New Equipment: Only new OEM equipment is to be provided unless refurbished items are authorized.

• Technology Refreshment: Contractors must introduce new equipment as it becomes commercially available.

• Warranties: Standard commercial warranties are required, potentially including extended warranties.

• Reporting: Various reports are required, including Subcontracting Reports (ISR, SSR), Annual Small Business 50% Reports, Re-Representation of Small Business Size Status Reports, and Transactional Data Reporting.

• Section 508 Compliance: All Information and Communications Technology (ICT) products and services must conform to Section 508 accessibility standards.
