Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of Homeland Security (DHS) is conducting market research through a Request for Information (RFI) for Tactical Communications and Technical Investigative Comprehensive Solutions (TACTICS). This RFI aims to identify qualified and interested sources to determine the feasibility of establishing a Multi-Agency Contract (IDIQ) for these solutions. Responses are due by February 6, 2026.

Purpose

This RFI is for informational and planning purposes only, not a solicitation. DHS seeks to gather information from industry to inform future acquisition strategies for a potential IDIQ contract. The goal is to procure a wide variety of TACTICS commodity equipment and related services, supporting legacy systems and enabling access to updated, interoperable technology.

Scope of Requirements

DHS requires access to comprehensive TACTICS solutions, encompassing both Tactical Communications (TACCOM) and Technical Operations (TechOps) Equipment and Services. Specific requirements will be defined at the order level under a future IDIQ.

Technical Category 1: Equipment includes, but is not limited to:

  • Radios and Accessories, Infrastructure (software, hardware, microwave, backhaul)
  • Maritime/Air communications and surveillance equipment
  • Mobile Command and Control, Communications, and Surveillance Vehicles
  • Satellite equipment and infrastructure
  • Devices for collection, process, exploitation, dissemination, or presentation of tactical information
  • Other Tactical Devices (e.g., acoustic signaling, seismic detectors, radar, counter-UAS)
  • Video, Audio, Sensor, Tracking, and Communications Intercept Capabilities (including body worn devices)

Technical Category 2: Services includes, but is not limited to:

  • Development, maintenance, installation, repair, and support for Radios and TechOps Systems
  • Operations and Sustainment (O&S) Services for TacCom or TechOps systems
  • Engineering services (spectrum support, architecting, design, integration, testing)
  • Service Based Systems for tactical communications or technical investigative capabilities
  • General services such as project management, documentation, training, and accreditations.

Submission Details

  • Response Deadline: February 6, 2026, by 12:00 PM ET.
  • Page Limit: Maximum of three (3) pages.
  • Required Information: Company name/address, business size/socio-economic category (NAICS Codes 334220 and 541330), points of contact, CAGE code and UEI number, description of capability and experience (selecting relevant subcategories), feedback on the draft Statement of Work (SOW), and other planning considerations.
  • Format: Microsoft Office applications, 12-point Times New Roman font.
  • Submission Method: Email responses to Sohl Han (Sohl.Han@hq.dhs.gov) and Brittani Peyton (Brittani.Peyton@hq.dhs.gov). The email subject line must include the RFI number and "TACTICS."

Key Considerations

This is a market research RFI only and does not constitute a solicitation or Request for Proposal (RFP). Responses are not offers and cannot be accepted to form a binding contract. The government will not reimburse respondents for costs incurred. DHS may hold one-on-one meetings with vendors who provide comprehensive responses.

Set-Aside: None specified for this RFI.
