Special Requirements
Contractor personnel must possess a SECRET security clearance (interim acceptable), and the contractor must hold a SECRET facility clearance. Instructors are expected to maintain an 80% course pass rate and achieve "SATISFACTORY" ratings in 70% of End of Course Critiques (EOCCs). An initial Quality Control Plan (QCP) is required with the proposal, with the final QCP due within 30 days of award. No personnel are considered key.
Proposal Submission & Evaluation
Proposals must be submitted electronically via email and organized into four volumes: General, Technical Experience, Past Performance, and Price. The evaluation will follow a Lowest Priced Technically Acceptable (LPTA) approach, with no trade-offs. Technical Capability and Past Performance will be rated Acceptable/Unacceptable. Past performance must be recent (within 3 years) and relevant, with subcontractor past performance considered. CPARS are not accepted as a substitute for Past Performance Questionnaires (PPQs). Price will be evaluated for reasonableness, completeness, and balance. Bidders must use the Revised Pricing Worksheet (Attachment 4) and Revised Specific Relevant Contract Reference Sheets (Attachment 2). The inquiry period for questions has closed.
