Quick Summary
The Naval Air Systems Command (NAVAIR) intends to award a contract modification to Raytheon for the Tactical Tomahawk Maritime Strike (MST) Capacity Increase effort. This presolicitation aims to ensure production continuity and mitigate schedule risk for MST-configured Tactical Tomahawk (TACTOM) All-Up-Round (AUR) missiles. Capability statements are due by February 11, 2026.
Scope of Work
This effort supports increased production throughput of MST-configured TACTOM AUR missiles in response to operational demand. It includes:
- Production capacity enhancements
- Manufacturing process improvements
- Procurement of long-lead materials
- Tooling and facilities upgrades
- Workforce stabilization
- Other production-enabling activities to increase or sustain MST production rates. The goal is to reduce production gaps, address supplier and industrial base constraints, and support timely execution of planned and future MST lot deliveries for TACTOM Block V / Va AUR missiles.

Sole Source Justification
NAVAIR intends to award this to Raytheon (P.O. Box 11337, Tucson, AZ 85734-1337) as the only responsible source. Raytheon is the sole developer, designer, and manufacturer of the Tomahawk Land Attack Missile since 1994. They possess the current configuration and manufacturing data, Level III Technical Data Packages (TDPs) for Block IV, V, & Va AUR missiles, and the expertise required for integration and testing without unacceptable duplication of cost or schedule delays. The data is export-controlled.
