Scope of Work
The requirement is for one, clean, approved, U.S. or foreign flag, double-hull tanker equipped with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT). The vessel must be capable of carrying a minimum of 15,000 barrels of clean product (JPTS) and meet specific dimensions (LOA 100-180m, Beam 32.5m, Draft 9.8m). Key requirements include being a party to the Ship Inspection Report (SIRE) System, providing a Q-88, and adhering to specific conditions regarding vessel age, P&I Club pollution liability, class, dry-docking, and inspections. The vessel must also have detailed mooring lines, winches, lifting cranes, bow thrusters, and cargo handling equipment compatible with JPTS cargo, meeting all testing and certification requirements. Submission & Evaluation
Proposals must be submitted by April 2, 2026, at 1100 Eastern Time. A valid submission requires at least a ship name, a price, and a signature. Minimum submission requirements also include the solicitation number, offeror's name/address/phone, UEI, EFT indicator, information for evaluation factors, responses to provisions, and a statement of agreement with terms and conditions. Evaluation will be based on the lowest price, technically acceptable offer, considering the technical capability of the proposed vessel(s) per TANKVOY Boxes 1 through 7 and the price (lump-sum freight rate, one day demurrage, and other specified costs). Failure to provide required elements may result in ineligibility.

Proforma documents are available upon request or via the MSC web site. Offerors are reminded that expired offers will be excluded from competition. The "WAR" section of the Proforma notifies contractors about designated imminent danger pay locations (Red Sea, Bab Al-Mandeb Straits, Gulf of Aden). A subcontracting plan is required for large business offerors.
