Scope of Work
TIGAR aims to forge new paths for stabilizing regenerative tissues and organs by developing enabling technologies for temperature-flexible storage. Solutions should unlock capabilities for storing and distributing complex biologics with reduced reliance on strictly controlled temperature zones. This includes innovations in new materials, artificial intelligence/machine learning, high-throughput screening, biological interventions, devices, processing methods, analytical technology, and packaging. Strategies that reduce reliance on strictly controlled temperature zones and ensure safe storage in a range of environmental conditions are preferred. Innovations at the cellular level without a strategy for deployment in thick tissues will not be considered.
Key Requirements & Deliverables
Proposals should focus on biopreservation concepts demonstrating feasibility for stabilizing regenerative tissues and organs. Concepts must show progress towards functional preservation of organoids, organs, organ sub-units, or 1 cm³ volumes of tissue for at least 30 days at practical, preferably non-cryogenic, temperatures.
Contract & Timeline

- Funding: Total ARPA-H funding requested must not exceed $2 million USD per proposal over the 18-month period.

Submission & Evaluation
Submissions require a 7-minute Solution Video and a Full Proposal. Amendment 2 updated instructions on how to submit the Solution Video (pages 7-8 of the ISO) and added information related to the Video Captions file. Full Proposals will be evaluated based on Scientific and Technical Merit, Proposer's Capabilities and/or Related Experience, Contribution to ARPA-H Mission and Relevance to User Experience, and Proposed Cost/Price. ARPA-H will not reimburse entities for costs incurred in responding.
Eligibility
- Encouraged: Universities, non-profit organizations, small businesses, and other commercial entities.
- Restricted: Federally Funded Research and Development Centers (FFRDCs) and government entities will not be considered as prime or sub-performers, unless they possess unique capabilities and all other options have been exhausted.
- Foreign Entities: May participate if compliant with regulations, not entities of concern, or involved in malign foreign talent recruitment programs.
- Registration: Proposers must be registered in SAM.gov with a valid Unique Entity Identifier (UEI).

Amendments & Additional Notes
Amendment 2 (May 14, 2026) revised Solution Video submission instructions, added video caption file info, simplified supplemental slides, added a Cost Summary slide, updated Appendix C.3 for clarity, and replaced Appendix C.4.
