Amendment / Modification

• Adds clause 252.232.7998, "Obligations in Advance of FY26 Funding (Dev 2026-00044)".

• This clause grants the Department of Defense authority to enter into contractual actions and obligate the Government in advance of appropriations.

• It clarifies that while appropriated funds are not currently available for payment, the Government will make payments once funds become available, potentially including interest under the Prompt Payment Act.

• This clause supersedes any conflicting terms within the contract regarding payment or financing until funds are made available.

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for "TEMPORARY HEAD; PROVIDE USS NEW ORLEANS". The government is procuring services related to providing a temporary head for the USS New Orleans. The award will be a Firm-Fixed-Price job order under an existing Master Agreement for Repair and Alteration of Vessels (MARV).

• Provide a "Temporary Head" for the USS New Orleans.

• The specific details of the work are outlined in the "Job Specification/Statement of Work" attached to this solicitation.

• Contract Type: Firm-Fixed-Price job order.

• Period of Performance: Delivery Period from April 07, 2026, to June 30, 2026.

• The contract is restricted to firms possessing a current MARAV with the U.S. Navy (NAVSUP FLCY), specifically a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR).

• Quotations must be submitted by 30 Mar 2026.

• Evaluation will be based on Price (Lowest Total Price) and other factors, with the intent to make a single award.

• Electronic submission of proposals/quotations is mandatory via e-mail.

• This RFQ is NOT a small business set-aside.

• Award is restricted to firms with a current MARAV (MSRA or ABR).

• Firms without an MSRA/ABR may be ineligible unless there is adequate time for the Navy to assess their application and execute the agreement without impacting vessel availability.

• The document includes extensive clauses related to security, access to facilities, IT systems, cybersecurity, contract administration, inspection, acceptance, and representations and certifications.

• Specific requirements for background investigations, Common Access Cards (CAC), and cybersecurity compliance (CMMC) are detailed.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide and maintain temporary portable heads and washbasins for the USS NEW ORLEANS (LPD-18) during a period of 6A1 availability.

• Provide 5 temporary portable heads for male use.

• Provide 3 temporary portable heads for female use.

• Provide 1 portable washbasin with mirror and foundation.

• All units to be located alongside the ship as designated by SHIPSUPT.

• Ensure doors have locking devices operable from inside.

• Install "FOR MALE USE" and "FOR FEMALE USE" labels in English and Japanese.

• Provide hoses for heads and washbasins.

• Provide toilet paper and soap.

• Clean heads and washbasins twice daily.

• Apply disinfectant (deodorizer) approximately 200 CC twice daily.

• Secure units to prevent damage from weather and ensure proper setup.

• Collect, transport, and dispose of sewage and drain water in accordance with Japan Environmental Governing Standards (JEGS).

• Submit a report in English detailing the amount of sewage discharged in Gallons.

• Remove portable heads and washbasins when notified by SHIPSUPT.

• Cleaning: Twice daily.

• Disinfectant application: Twice daily.

• Sewage disposal: In accordance with JEGS.

• Reporting: Submit legible report in English, units in Gallons.

• Period: 6A1 availability.

• Place: Alongside the USS NEW ORLEANS (LPD-18).

• Compliance with Japan Environmental Governing Standards (JEGS).

• Labeling in both English and Japanese.

• Reporting of sewage discharge.
