The facility’s utilities are permanently tied into the base infrastructure. The agency asserts that only the incumbent contractor can provide uninterrupted support without compromising classified systems, as any other vendor would risk dismantling the facility, exposing classified pathways, and causing significant operational disruption and a minimum twenty-day loss of secure command-and-control capability.
Scope of Interest
While the primary intent is sole-source for the existing TOC, the Government is also seeking capability statements related to:
- Existing TOC Sustainment: Continued support for the RLB TOC, ensuring the integrity of its classified communications infrastructure.
- Temporary Modular Office Facilities: (As indicated by attached PWS and Capability Questionnaire) Providing, installing, leasing, maintaining, and removing expeditionary modular office space (at least 4,000 sq ft) for JTF-SB personnel, including offices, a controlled-access room for SECRET equipment, conference room, and integrated utilities/furnishings.
- Portable Sanitation Services: (As indicated by attached PWS and Price Schedule) Providing and maintaining portable latrines and handwashing stations in the Del Rio, Texas Sector, including servicing, maintenance, and waste disposal.
