Quick Summary
The Department of the Army, Joint Task Force–Southern Border (JTF‑SB), intends to award a sole-source contract for the continued support and sustainment of an existing Relocatable Building (RLB) Tactical Operations Center (TOC) at Laughlin Air Force Base, Del Rio, Texas. This action is justified under FAR 6.103-1(b) due to the facility's integrated classified communications infrastructure. While not a competitive solicitation, responsible sources may submit capability statements. This opportunity is designated as a Women-Owned Small Business (WOSB) Program Set-Aside. Responses are due by April 30, 2026.
Purpose & Justification
The JTF-SB requires uninterrupted support for its existing RLB TOC, which serves as the battalion's sole secure mission-command node. This facility contains integrated classified communications infrastructure (SIPR/NIPR hardline drops, SNN, crypto devices, buried secure network pathways) and is permanently tied into base utilities. Dismantling, relocating, or reconstructing the facility would expose classified pathways, interrupt secure communications for at least twenty days, and cause unacceptable operational impacts. Market research indicates the incumbent is the only responsible source capable of providing support without compromising this critical infrastructure.
Capability Statement Request
This notice is not a request for competitive proposals or quotes, and a solicitation will not be issued. However, the Government will consider capability statements from all responsible sources. Submissions must clearly demonstrate the ability to perform the required services, specifically the support and sustainment of a temporary modular office facility, without dismantling, relocating, or interrupting the existing classified infrastructure. The most recent Capability Questionnaire (posted April 14, 2026) seeks information on experience with temporary modular buildings, SIPR-capable workspace provision, office furnishings, and turnkey solutions (transportation, site prep, installation, utility connections, testing, turnover).
