Purpose & Scope

This is a market research effort to inform the acquisition strategy for the TEST4 contract, which will support WSTF's unique hazardous testing facility. WSTF provides propulsion test expertise, materials testing (oxygen systems, propellants, MMOD, COPV), flight and critical hardware component processing, machining/welding, calibration, and facility maintenance. Customers include NASA programs (ISS, Artemis, SLS), other government agencies (Army, Navy, Air Force, DoD, DoE, DoT, FDA, FAA, EPA), and commercial entities. The facility is ISO 9001/14001 certified and OSHA VPP Star certified.

Industry Engagement Activities

  • Virtual Industry Day (December 10, 2025): Provided an overview of the TEST4 acquisition, WSTF operations, and sought feedback. Questions and Answers from this event, along with an interested parties list, have been posted.
  • WSTF Site Tour (January 13, 2026): A group tour in Las Cruces, NM, to help industry understand the facility's size and layout. Attendance is limited to two U.S. citizens or Lawful Permanent Residents (LPRs) per company. Due to safety, specific attire is required, and photography is prohibited. No Q&A during the tour.
  • One-on-One Meetings (January 14, 2026): Private 25-minute sessions with NASA personnel. Limited to four representatives per company. Acceptable topics include the current contract's general purpose, public WSTF information, historical contract data, federal procurement processes, and information from the TEST4 Government presentation. Proprietary information, speculation on proposals, or specific technical approaches are unacceptable.
  • Registration: Interested parties must RSVP by January 7, 2026, 12:00 p.m. MST, by emailing the "TEST4 Site Tour Registration" form to jsc-wstf-test4@mail.nasa.gov. Required information includes full legal name, company, citizenship, and confirmation of participation in the tour/meetings.

Anticipated Contract Details

The anticipated NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (Exception 3: Guided Missiles and Space Vehicles), with a small business size standard of 1,300 employees. The contract is expected to be a 5-year IDIQ hybrid with Cost Plus Award Fee (CPAF) and Firm-Fixed-Price (FFP) task orders, with a period of performance from February 2027 to January 2032. No set-aside determination has been made yet.
