These services include unique propulsion test expertise, altitude and ambient testing, materials and components testing (e.g., oxygen, propellant, MMOD, COPV), flight/critical hardware processing, machining/welding, measurement standards, calibration, technical publications, facility maintenance, and operations. WSTF supports various NASA programs (ISS, Artemis Orion, SLS) and other government agencies and commercial entities. The anticipated contract approach was an IDIQ hybrid with CPAF and FFP task orders, a 5-year period of performance (Feb 2027 - Jan 2032), and a NAICS code of 541715 (1,300 employees).

Industry Engagement

Prior to this pause, NASA conducted significant industry engagement. A virtual Industry Day was held on December 10, 2025, followed by a Site Tour and One-on-One meetings on January 13-14, 2026, in Las Cruces, NM. During these events, NASA provided an overview of the TEST4 acquisition, WSTF's mission, and sought industry feedback. Current Status and Next Steps

As of the latest modification (January 29, 2026), NASA has indefinitely postponed further TEST4 acquisition activities.
