Scope of Work

The requirement is to provide comprehensive third-party liability insurance for 72 "Any" vehicles, 3 "Dealer tags" vehicles, and 4 "e-motorbikes." Coverage must include bodily injuries (including passengers other than the driver) and property damage, with a minimum required amount of EUR 10,000,000. The contract also includes providing 24-hour roadside assistance and towing services valid across Europe.

Contract Details

This is a Fixed-Price contract with economic price adjustment for a base year and two (2) one-year options. Premiums are paid annually, with adjustments for vehicles added or removed calculated on a monthly basis. Annual premiums are paid semi-annually. All premiums must be priced in Euro and include all costs such as personnel, administration, management, labor, transportation, overhead, and profit. The U.S. Government is tax-exempt; therefore, Value Added Tax (VAT) should not be included on invoices. Premiums are excluded from the Bonus/Malus system.

Special Requirements

The contractor must furnish all necessary managerial and administrative support and provide a representative for daily contract administration. This representative will meet with the Contracting Officer's Representative (COR) as needed and must hand-carry original documents (e.g., accident reports) to the Contractor's office to ensure claims are received within 48 hours. An alternate representative, familiar with the contract and ongoing cases, must be available if the primary representative is absent.

Submission & Evaluation

Proposals must be submitted electronically in English to acquisitionsembvienna@state.gov. Required documents include SF-33, Section B (Pricing), Section K (Representations and Certifications), and additional information as required in Section L. File formats must be MS-Word/Excel (2007/2010) or Adobe Acrobat (PDF), with each file not exceeding 30MB. The government intends to award based on initial proposals at the lowest acceptable price, but may hold discussions if necessary. Offerors must be registered in the System for Award Management (SAM) at SAM.gov prior to proposal submission. The minimum bid acceptance period is 120 calendar days.
