Purpose & Scope
The primary objective is to develop a prototype SIS capable of temporarily isolating or quarantining personnel on Navy vessels. Key requirements include biocontainment specifications, achieving FDA 510(k) clearance, and adherence to specific performance criteria such as operational size (fitting a hospital ICU bed), weight (person-portable), patient access, power (120v), biocontainment (negative pressure, 12 ACH airflow, HEPA filtration), alarms, equipment access, shipboard adaptability, packaging (MIL-STD-2073-1), storage, and disinfection. Offerors must include a draft Statement of Work (SOW) with a proposed delivery schedule.
Contract Details
- Type: Prototype Other Transaction (OT) Agreements under 10 U.S.C. § 4022.
- Phased Approach: The program will proceed in phases:
- Phase I: Up to three awards, approximately one year in duration. Requires delivery of up to 15 prototypes within 90 days of award for initial performance testing.
- Phase II: Downselect to up to two awardees, approximately one year. Requires delivery of up to 15 prototypes within 60 days after downselect for logistics and maintenance demonstrations.
- Follow-on Production: Successful completion of prototype projects may lead to a single follow-on production contract award without further competition, potentially for up to 150 systems.
- Data Rights: Government Purpose Rights are preferred for technical data and software, especially for interfaces and MOSA compliance. Offerors must disclose data rights assertions.
