Quick Summary

The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD), on behalf of the U.S. Army, has issued a draft Call for Solutions (CFS) for Shipboard Isolation Systems (SIS). This initiative seeks innovative prototype solutions to mitigate, contain, and prevent the spread of communicable diseases on U.S. Navy vessels. The Government intends to award multiple Prototype Other Transaction (OT) Agreements under 10 U.S.C. § 4022. The final CFS and submission deadline are pending, but submissions are anticipated mid-May 2026.

Scope of Work

This CFS invites interested parties to submit a "Solution Brief" for a prototype SIS. The system must be capable of temporarily isolating or quarantining personnel on Navy vessels, aligning with Navy priorities for managing biological threats. The effort involves a phased approach, with initial prototype deliveries for testing and evaluation.

Key Requirements

Prototypes must meet specific criteria including:

  • Operational: Fit a hospital ICU bed, person-portable weight (individual components <= 50 lbs, total stored <= 200 lbs), patient access (visibility, glove/utility ports), 120v power with 60-minute battery backup.
  • Biocontainment: Negative pressure, HEPA-equivalent filtration (99.97% at 0.3 microns) for exhaust, minimum MERV 5 for inlet, 12 Air Changes per Hour (ACH).
  • Shipboard Adaptability: Stability, securing provisions (attaching to D-rings), packaging (MIL-STD-2073-1), storage size (fitting through 26"x66" watertight doors), watertight storage containers.
  • Certifications: FDA 510(k) clearance.
  • Deliverables: Up to 15 prototypes for Phase I (within 90 days of award), followed by up to 15 for Phase II (within 60 days after downselect). Data deliverables include Integrated Master Schedule (IMS), Technical Data Package (TDP) IAW MIL-STD-31000B, Safety and Environmental Documentation, and Berry Amendment compliance verification (10 U.S.C. § 4862).

Contract & Timeline

  • Type: Prototype Other Transaction (OT) Agreements under 10 U.S.C. § 4022.
  • Awards: Multiple prototype awards (up to 3) are anticipated for Phase I (~1 year), with a downselect for Phase II (up to 2 awards, ~1 year).
  • Follow-on: Successful completion may lead to a single follow-on production contract (up to 150 systems) without further competition.
  • Status: This is a draft CFS. The final CFS and SOO will be posted after April 1, 2026.
  • Anticipated Submission: Mid-May 2026.
  • Published: April 9, 2026 (latest update).

Submission & Evaluation

Offerors are required to submit a "Solution Brief" (max 15 pages) and a "Supporting Data Package" (no page limit), both in PDF format. Evaluation will consider Technical Merit, Innovation & IP Strategy, and Non-Traditional/Small Business Participation. Cost is a factor in evaluation.

Additional Notes

The Government prefers Government Purpose Rights for technical data and software. Offerors must disclose data rights assertions and provide cost estimates for production and life-cycle. Inquiries regarding the draft CFS were due by March 25, 2026. Questions and Answers (Q&A) were posted on April 9, 2026, clarifying various technical and contractual aspects.
