Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for furnishing all design/engineering services, materials, labor, plant, tools, transportation, equipment, testing services, quality control, and incidentals required to accomplish the installation of FOD Guards on Catwalks above F135 Shop, Post S57 at Tinker Air Force Base (AFB), Oklahoma.

• Installation of FOD Guards on Catwalks above F135 Shop, Post S57 at Tinker AFB.

• Contractor shall perform a site investigation to verify existing conditions.

• Contractor is responsible for identifying and providing necessary logistical, architectural, and structural work elements.

• Contractor must provide complete, fully operating, and functioning systems ready for Government use.

• Information provided by the Government regarding existing conditions is approximate and must be field-verified by the Contractor.

• Project Manager (PM): Minimum 10 years experience, including at least 2 years as Project/Program Manager.

• Design Project Manager: Licensed in Oklahoma (RA or PE), minimum 10 years project management experience, with at least 5 years managing design-build projects.

• Quality Control Manager (QCM): Minimum qualifications as per specification section 01 45 00.00 10.

• Site Safety and Health Officer (SSHO): Minimum qualifications as per EM 385-1-1.

• Project Superintendent: Minimum 5 years construction experience, with at least 2 years as superintendent on similar commercial projects.

• Alternates are required for PM, QCM, and SSHO.

• Quality control shall be executed in accordance with specification section 01 45 00.00 10.

• Contractor shall establish an inspection system to monitor task execution.

• Deficiency prevention methods are required.

• Inspection records must be maintained and submitted weekly.

• Mishap reporting is required for all mishaps, accidents, incidents, and near misses.

• Work is located at Tinker Air Force Base (AFB), Oklahoma.

• Construction shall generally take place during normal duty hours (0700 – 1600 Monday-Friday), with utility outages as an exception.

• Contractor personnel require AFMC Form 387 identification badges.

• Controlled Area Training is required for personnel accessing Bldg. 3001.

• Foreign Object Debris (FOD) awareness and prevention training is mandatory.

• Environmental management requirements, including HAZCOM and noise level compliance, must be followed.

• Design is to be accomplished in accordance with specification section 01 33 16.00 10, with specific submittal phases (35%, 65%, 95%, 100%).

• Contractor must adhere to specific file naming conventions and submittal procedures.

• A baseline design/construction schedule must be submitted within 10 days of NTP.

• Progress reports are required weekly or as directed by the CO.

• No Government Furnished Property is included.

• An 'OR EQUAL' clause is in effect for specified manufacturers and materials.
