Failure to adhere to these wage determinations can lead to contract violations.

Solicitation / RFP / RFQ

This solicitation is for the repair and refurbishment of three (3) trailers. The government is procuring these services to ensure the operational readiness of its trailer assets.

• Repair and refurbishment of three (3) trailers.

• Detailed requirements are provided in Addenda 01 (Trailer Repair/Refurbishment Work Statement).

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: From 04 May 2026 to 18 September 2026.

• The start date listed on the solicitation is a placeholder; the actual start date will be the date of award, with completion by 18 September 2026.

• Offerors shall submit an all-inclusive, firm-fixed price quote to john.knizner@socom.mil.

• The submission deadline is the due date and time listed on page one of the request for quote (27 Apr 2026, 05:00 PM Local Time).

• Basis for award is Lowest-Price Technically Acceptable (LPTA).

• Evaluation will consider acceptable past performance.

• Quotes will be sorted by lowest price to highest price.

• Offerors must be registered as small businesses under NAICS code 336212 in the System for Award Management (SAM.gov).

• Offerors' SAM registration and exclusion list will be reviewed.

• This acquisition is set aside for Small Business.

• Only quotes from registered small businesses under NAICS code 336212 with acceptable past performance will be considered.

• Addenda 02: Service Contract Act Wage Determination (San Diego, CA)

• The solicitation incorporates FAR clauses by reference, including those related to commercial products and services, small business set-asides, and payment instructions (WAWF).

• DFARS clauses are also incorporated by reference, including those related to safeguarding covered defense information and cyber incident reporting.

Statement of Work (SOW) / Performance Work Statement (PWS)

To conduct an overhaul of three (3) weapons trailers, including repair and correction of all deficiencies to ensure full functionality and safety.

• Provide personnel, management, materials, equipment, and facilities for the required services.

• Perform the following tasks on all three trailers:

  • Provide and install detachable taillights.
  • Pick-up and delivery of each trailer.
  • Remove existing Rhino Lining® or painted surfaces, prepare surfaces, and apply Rhino Lining® or an approved equal product.
  • Prepare trailer floor and apply non-skid material.
  • Repair trailer leveling jacks, refurbish/replace safety chains.
  • Repair all trailer wheel hubs.
  • Rebuild trailer hitch and hitch collar.
  • Remove existing license plate holder and relocate to trailer fender.
  • Replace all tires (including spares).
  • Replace or refurbish all wheels (including spares).
  • Perform a diagnostic of each trailer's electrical system and document deficiencies.
  • Dismantle, remove, and dispose of all existing, unwanted, or replaced materials and equipment.

• Provide a work report summarizing completed tasks and findings upon completion of repairs.

• "Over and Above" repair proposals must be submitted for any work outside the existing scope, requiring Contracting Officer authorization and a bilateral modification to the task order.

• Contractor must provide a work report for any "Over and Above" work completed.

• All three trailers must be repaired concurrently.

• The required completion date is no later than September 18, 2026.

• Preferred repair dates are April 20 – May 22, 2026.

• Alternate available repair dates are June 15 – July 17, 2026 and August 17 – September 18, 2026.

• Work will be performed at the contractor's facility, located within 30 miles of NSWBTC, allowing government access during normal working hours.

• Pick-up and delivery location: Naval Amphibious Base, Building #17, Coronado, CA 92118.

• Contractor must provide a point of contact for correspondence and update contact information as needed.

• Contractor is responsible for all materials and their ordering/processing.

• Contractor must ensure all work results in complete, workable systems.

• Contractor must obtain personnel and vehicle access to military installations.

• Contractor must comply with all applicable federal, state, and local codes, standards, and regulations (including OSHA, ASTM, IBC, NFPA, ANSI, NEC, etc.).

• Contractor must implement and maintain a Quality Control Plan (QCP).

• Contractor must provide appropriate safety equipment and ensure employees utilize it.

• Contractor must coordinate work areas if performed on government facilities.

• Contractor must comply with appropriate safety instructions and qualification standards.
