Scope of Work
This requirement involves the comprehensive overhaul of three weapons trailers to ensure full functionality and safety. The contractor will provide all personnel, management, materials, equipment, and facilities. Key tasks include:
- Providing and installing detachable taillights.
- Pick-up and delivery of each trailer from Naval Amphibious Base, Coronado, CA.
- Removing existing coatings, preparing surfaces, and applying Rhino Lining® or an approved equal.
- Preparing trailer floors and applying non-skid material.
- Repairing leveling jacks, refurbishing/replacing safety chains, wheel hubs, and rebuilding the hitch/collar.
- Relocating license plate holders to trailer fenders.
- Replacing all tires and wheels (including spares).
- Performing diagnostic checks on electrical systems.
- Dismantling, removing, and disposing of all unwanted materials. Work will be performed at the contractor's facility, located within 30 miles of NSWBTC, San Diego, CA.

Submission & Evaluation
Offerors must submit an all-inclusive, firm-fixed price quote to john.knizner@socom.mil by the deadline. Award will be made on a Lowest-Price Technically Acceptable (LPTA) basis, considering acceptable past performance. Firms must be registered in SAM.gov as a small business under NAICS 336212 and comply with FAR 52.219-14 (Limitations on Subcontracting).

Addenda 02 provides the Service Contract Act Wage Determination for San Diego County, CA, which bidders must use for accurate labor cost estimation. Contractors are responsible for all materials, obtaining military installation access, implementing a Quality Control Plan (QCP), and adhering to all applicable federal, state, and local codes and safety standards.
