- Required Submissions: Offerors must submit a Technical Proposal (covering Management Approach, Quality-Control Plan, and Corporate Experience), Past Performance information, and a Price Proposal. A separate Technical Proposal is required for each performance area an offeror wishes to be considered for.
- Evaluation: Award will be based on a Best-Value Trade-Off (BVTO) approach, with evaluation factors listed in descending order of importance: Technical Proposal, Past Performance, and Price Proposal.
- Attachments: Attachments J1-J7 are mandatory. J1-J4 are Excel-based pricing schedules and scenarios for each performance area, requiring five-year pricing. J5 details off-site vendor delivery procedures for the Capitol Complex. J6 is the Past Performance Questionnaire, also due by February 13, 2026. J7 provides Service Contract Act Wage Determinations.
