Scope of Work
The selected contractor(s) will provide comprehensive services for packaging, storing, and transporting diverse Library materials. This includes ensuring proper packing to prevent damage, utilizing experienced staff, providing necessary supplies and equipment, and creating custom crates for sensitive items. Services cover four performance areas: Non-Fragile, Fragile, Fine Arts, and Film/Media. Deliveries will primarily be to the Library's buildings on the Capitol Hill campus, with specific procedures for off-site vendor deliveries to the US Capitol Police Off-Site Delivery Center (OSDC) detailed in Attachment J5.
Contract Details
- Contract Type: Indefinite-Delivery, Indefinite-Quantity (IDIQ) with Firm-Fixed-Price (FFP) task orders.
- Period of Performance: Five ordering years, starting June 1, 2026.
- Contract Minimum: $500.00 per individual IDIQ.
- Contract Ceiling: $3,000,000.00 per individual IDIQ.
- Set-Aside: Unrestricted.
- Awards: The Library reserves the right to award a single- or multiple-award IDIQ.
Submission & Evaluation
Proposals must be submitted electronically via email. Offerors should submit a separate Technical Proposal for each performance area they wish to be considered for. Required submissions include a Technical Proposal (Management Approach, Quality-Control Plan, Corporate Experience), Past Performance information, and a Price Proposal. Evaluation will follow a Best-Value Trade-Off (BVTO) approach, with Technical Proposal, Past Performance, and Price Proposal listed in descending order of importance. Offerors must be registered in SAM.
