Quick Summary

The Library of Congress is seeking proposals for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Transportation Services. This opportunity requires commercial shippers and/or specialized firms to package, store, and transport Library materials, including Non-Fragile, Fragile, Fine Arts, and Film/Media items, from various domestic and international locations to Washington, DC. The Library intends to award single or multiple Firm-Fixed-Price (FFP) IDIQ contracts. Proposals are due by 12:00 PM ET on February 20, 2026.

Scope of Work

The selected contractor(s) will provide comprehensive services for packaging, storing, and transporting diverse Library materials. This includes ensuring proper packing to prevent damage, utilizing experienced staff, providing necessary supplies and equipment, and creating custom crates for sensitive items. Services cover four performance areas: Non-Fragile, Fragile, Fine Arts, and Film/Media. Deliveries will primarily be to the Library's buildings on the Capitol Hill campus, with specific procedures for off-site vendor deliveries to the US Capitol Police Off-Site Delivery Center (OSDC) detailed in Attachment J5.
