Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) details the requirements for reducing fuel load and altering fuel arrangements within Oregon Caves National Monument & Preserve (ORCA) to mitigate the intensity of wildland fire, particularly around the Headquarters area, Historical District, and Cave Creek Campground. The goal is to reduce the risk of catastrophic wildland fire to historical and non-historical structures.

• Mechanically cut and pile small diameter (< 8 inches DBH) conifers.

• Prune remaining trees and remove ladder fuels.

• Buck up and pile dead and down material on-site, down to 1" in diameter.

• Contractor to furnish all labor, equipment, materials, and services, including mobilization.

• Motorized equipment is limited to hand-held and hand-carried items.

• Excluded areas (rare plant/wildlife habitat, archeological sites) will be identified and flagged.

• Contractor is responsible for traffic control and providing polyethylene plastic to cover piles.

• Thinning Prescription: Thin trees over 12 inches tall to 8 inches DBH; leave live trees over 8 inches DBH. Limb live/dead branches 6-8 feet above ground, maintaining at least 50% live crown. Leave a minimum of one tree every 15 feet. Cut and pile ladder fuels (brush > 1 ft tall, trees up to 8 inches DBH) at least 7 feet beyond remaining trees. Do not remove dead trees > 8 inches DBH.

• Piling Prescription: Hand pile slash (< 8" diameter, > 2 ft length). Piles to be 4-6' high and 4-6' wide, conical in shape, with kindling in the center. Piles to be capped with 4 mil polyethylene plastic, secured with debris. Piles to be located at least 15' from live trees, not near residual green trees, standing dead trees, stumps, or logs > 13" DBH, nor on trails or in road ditches. Cut materials must be piled within 20 days of cutting.

• General Appearance: Avoid straight lines, provide vertical diversity, vary spacing, and avoid "sterilization". Flush cut stumps within 3 inches of the ground.

• Snags: Cut snags < 13" DBH; leave snags > 13" DBH. Buckle and pile bowls/limbs of cut snags.

• Woody Debris: Cut and pile down material < 13" diameter; leave down material > 13" diameter.

• Chipper use is allowed only if it stays on roads and chips are deposited off-site.

• Work with park-provided Archaeology Monitors to avoid sensitive sites.

• If artifacts are discovered, contact Archaeology Monitors immediately and move 30' beyond the find.

• No live limbs left on stumps.

• COR may reserve individual snags for resource goals.

• Period of Performance: No earlier than 7/16/26, anticipated start 7/16/26 - 7/20/26, completion by 9/30/26.

• Location: Oregon Caves National Monument & Preserve (ORCA), approximately 208-216 acres spread along Highway 46 and the Historical District.

• Contractor shall provide a Project Manager with full authority.

• Employees must be trained to current arboricultural industry standards; specific certifications may be required.

• Work hours: Daylight hours, Monday-Friday. No work on Saturdays, Sundays, or federal holidays without COR approval.

• Safety: Adherence to ANSI Z133.1-2006 Tree Care Safety Standards and OSHA regulations. Minimum of 2 safety spotters per tree felling procedure. Exclusion zone 2x tree length. Required PPE includes hard hats, work boots, safety glasses, hearing protection, gloves, chaps, ropes, harnesses, and ANSI 107-2004 Class 2 high visibility vests.

• Fire Prevention: Saws equipped with spark arrestors. Storage of flammable materials must meet safety standards. No fires allowed within NPS property except as authorized.

• Environmental Compliance: Immediate cleanup of spills/leaks. Secondary containment for equipment with fluids. Equipment must be cleaned prior to arrival in the park. No drones/UAVs authorized.

• Biobased and Sustainable Products: Use of biobased and recycled products is required where feasible.

• Quality Assurance: Government evaluation of contractor performance. Unsatisfactory work must be corrected within 10 business days.

• Contractor is responsible for all travel, lodging, and meal expenditures.

• Government will NOT provide secure storage/staging areas; all gear must be removed nightly.

• Water and 120V electricity will NOT be available to the contractor.

• No provisions for camping in the park.

• Parking in existing pull outs or parking lots only; no off-pavement parking.

• No off-road vehicle use allowed.

Statement of Work (SOW) / Performance Work Statement (PWS)

To reduce fuel load and alter fuel arrangements within the Oregon Caves National Monument & Preserve boundaries by mechanically cutting and piling small diameter conifers. This aims to reduce wildland fire intensity around key areas like the Headquarters, Historical District, and Cave Creek Campground, thereby lessening the risk of catastrophic wildland fires to structures.

• Mechanically cut and pile small diameter (< 8 inches DBH) live conifers and dead trees (< 13 inches DBH).

• Prune remaining trees and remove ladder fuels.

• Buck up dead and down material on-site down to 1" in diameter.

• Work must protect park visitors, rare plants, archaeological sites, monument infrastructure, preserve wildlife habitat, and minimize aesthetic impacts.

• Contractor to provide all labor, equipment, materials, supplies, and services, including mobilization.

• Motorized equipment is limited to hand-held and hand-carried items.

• Future pile burning is not part of this contract.

• Thin trees over 12 inches DBH to 8 inches DBH; leave live trees over 8 inches DBH.

• Limb live and dead branches on leave trees 6-8 feet above ground, maintaining at least 50% of the live crown.

• Leave a minimum of one tree every 15 feet, prioritizing Yew, Ponderosa Pine, and Douglas Fir.

• Cut and pile ladder fuels (brush > 1 ft tall and trees up to 8 inches DBH) at least 7 feet beyond remaining trees.

• Flush cut all stumps within 3 inches of the ground.

• Cut snags < 13 inches DBH; leave snags > 13 inches DBH.

• Cut and pile down material < 13 inches in diameter.

• Piles to be conical, 4-6' high and 4-6' wide, capped with polyethylene plastic, and located at least 15' from live trees.

• Contractor must furnish all equipment and personnel, including chainsaws, tools, and PPE.

• Government will not provide any property.

• Contractor must use Avenza mapping app for designated areas.

• Excluded areas (e.g., rare plant habitat, archaeological sites) will be flagged and must be protected.

• Contractor responsible for traffic control where cutting impacts the roadway.

• Contractor must provide polyethylene plastic for pile capping.

• Employees must have current arboricultural industry certifications.

• Minimum of 2 employees as safety spotters per tree topping/falling procedure.

• All operations must comply with ANSI Z133.1-2006 Tree Care Safety Standards and federal OSHA regulations.

• No weapons allowed.

• Strict garbage and food residue storage to prevent bear attraction.

• Contractor responsible for cleanup of spills and environmental contamination.

• Equipment must be cleaned prior to arrival to prevent introduction of invasive species.

• No drones or UAVs authorized.

• Must use biobased and recycled products where feasible.
