Scope of Work
This BOA covers a wide array of maintenance, repair, alteration, demolition, and minor construction projects. Services include, but are not limited to, site work, concrete, masonry, structural steel, electrical, mechanical (HVAC), painting, millwork, flooring, and general contracting, with potential for minimal design services. Contractors must comply with both US (DoD, UFC, UFGS, NFPA) and UK (Building Regulations, HSE, JSP) standards, applying the more stringent where conflicts arise.
Contract Details
- Type: Basic Ordering Agreement (BOA). This is an understanding, not a contract; specific work is issued via Task Orders.
- Period of Performance: From the effective date through March 31, 2029. Task Orders issued during this period may extend beyond the BOA term.
- Minimum per Order: $2,000.00 USD
- Maximum per Order: $10,000,000.00 USD
- Currency: All Task Orders will be priced and paid in Pound Sterling (GBP).
- Ceiling: There is no limit to the quantity or total value of Task Orders issued under this agreement.

Eligibility & Application
This opportunity is open to experienced construction contractors, including principal contractors with diverse renovation, alteration, and modernization experience, as well as specialty trade contractors in Asphalt/Concrete Paving and Commercial Roofing. Applications are continuously accepted and processed in order received.
Evaluation Criteria
Applicants will be evaluated through a multi-step process for placement into various pools (Minor Construction, Design Build, Paving, Roofing, Painting). Key evaluation factors include:
- Compliance Review: Adherence to solicitation terms, active SAM.gov registration, and submission of all required documents.
- UK Construction Industry Scheme (CIS) License: Verification of a valid license.
- Past Performance: Minimum of three separate construction contracts, each valued over £250,000, performed on an RAF base in the UK or for US Forces/DIO within the last two years.
- Architect/Engineer Qualifications: For the Design Build Pool, assessment of A/E firm qualifications (mandatory: Architectural, Electrical, Mechanical, Civil; desired: Environmental, Fire Protection, Force Protection).

- For Design-Build Pool applicants, a completed Standard Form 330 (SF-330) Architect-Engineer Qualifications (Attachment 7, latest version), with a separate Section E for each discipline.
