The Department of the Air Force is conducting a Sources Sought / Request for Information (RFI) for Trusted Aircraft Information Download Station (TADS) & Common Mission Debrief Program (CMDP) sustainment. Purpose & Scope

This RFI is for market research to identify qualified sources capable of providing comprehensive logistics and sustaining engineering services for the F-15 TADS and CMDP. The TADS and CMDP systems are critical for F-15 mishap investigations, Military Flight Operational Quality Assurance (MFOQA), Reliability Centered Maintenance (RCM), and Aircraft/Engine Structural Integrity Programs (ASIP/ENSIP). The government seeks information on capabilities for qualifying and producing these systems, which are considered non-commercial items.

Key Requirements

The required services encompass:

  • Logistics & Engineering: Spares provisioning, obsolete parts mitigation, firmware/hardware/logic/software upgrades, technical support, repairs (including regression testing), configuration management, packaging, handling, storage, transportation, and inventory control.
  • Repair & Sustainment: Management and distribution of TADS terminals, establishment of a Diminishing Manufacturing Source (DMS) program, and both logic/software and hardware repairs.
  • Facilities: A repair facility must be established within 30 days of contract award, capable of storing up to 50 spare TADS units.
  • Performance Standards: Include a minimum 95% pass rate for repaired assets on initial inspection, 30-day Turn-Around-Time (TAT) for standard repairs, and 45-day TAT for "Over and Above" repairs.
  • Security: Contractor personnel will require a Secret security clearance and Common Access Cards (CACs). Compliance with NISPOM, OPSEC, and COMSEC is mandatory.
