Request for Information (RFI)

This RFI is issued by the U.S. Air Force to conduct market research for potential sources capable of qualifying and producing the F-15 Trusted Aircraft Information Download Station (TADS) and Common Mission Debrief Program (CMDP). The government is seeking information on logistics and sustaining engineering services required to maintain fielded TADS units and CMDP software. This includes provisioning of spares, upgrades, technical support, repairs, configuration management, packaging, handling, storage, transportation, cybersecurity compliance, inventory control, and support equipment.

• Services include spares provisioning, upgrades, technical support, repairs, regression testing, configuration management, packaging, handling, storage, transportation, cybersecurity compliance, inventory control, and support equipment.

• The F-15 TADS and CMDP are used for mishap investigations, Military Flight Operational Quality Assurance (MFOQA), Reliability Centered Maintenance (RCM), Aircraft and Engine Structural Integrity Programs (ASIP/ENSIP), and aircraft development programs and training.

• Data download from flight media via a logic-controlled process meeting stringent security requirements.

• The system is considered a non-commercial item.

• The acquisition strategy is a five-year contract (basic plus 4 option years).

• Projected quantities for repair/replacement of TADS CMDP units are 10 to 30 units per year.

• Security clearance required is Secret.

• Foreign participation is anticipated.

• The RFI includes a Contractor Capability Survey with questions on general capabilities, hardware production, and commerciality.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance-based Work Statement (PWS) outlines the services required for Contract Logistics Support for the Trusted Aircraft Information Program Download Station (TADS) units and the Common Mission Debrief Program (CMDP) software.

• The contractor shall furnish all personnel, equipment, labor, tools, materials, and other items necessary for sustainment.

• Services include spare parts management, obsolete parts mitigation, firmware/hardware/logic/software upgrades, technical support, repairs, regression testing, configuration management, packaging, handling, storage, transportation, inventory control, and travel.

• The contractor is responsible for the management and distribution of TADS terminals, including storing, repairing, and distributing them to F-15 users.

• Establishment of a Diminishing Manufacturing Source (DMS)/obsolete parts management program is required.

• Repairs include logic, firmware, or software fixes, and hardware repairs.

• Over and Above repairs require prior approval and cover units not in proper configuration, damaged units, or those beyond economical repair.

• The contractor shall provide upgrades for TADS and CMDP, including Windows software maintenance.

• Technical support for troubleshooting, maintenance, and support of components and subassemblies is required.

• Shipping and receiving of devices, with detailed record-keeping, is mandated.

• Surge/MICAP requirements must be met upon direction.

• A repair facility must be in place within 30 days of contract award, with storage for up to 50 spare TADS units.

• Configuration control of CMDP and TADS software is required.

• Minimum 95% of repaired assets must pass initial inspection; remaining 5% on the second attempt.

• No more than four late deliveries of repaired/upgraded assets per contract year.

• Standard repairs: returned within 30 days of receipt.

• Over and Above repairs: returned within 45 days of receipt.

• No more than 10% of repaired assets shall have validated PQDRs in a 12-month period.

• Monthly status reports (MSR) due on the final business day of the month, with no more than 1 late submission per contract year.

• Meeting agendas due 3 business days prior to meetings; minutes due 5 business days after.

• 100% compliance with the Contractor Quality Management System (QMS) within 90 days of award.

• Services to be performed at contractor's facilities.

• Technical support may be performed at government installations.

• No new orders will be placed after the contract end date; orders placed within the period may be completed after.

• Government property (TADS and CMDP) management, control, maintenance, and repair.

• Reporting of loss of Government property.

• Contractor personnel require security clearances (Secret level) and Common Access Cards (CAC).

• Compliance with various security regulations (NISPOM, OPSEC, COMSEC).

• Adherence to safety and health regulations (OSHA, ESOH).

• Mishap notification and investigation procedures.

• Participation in Voluntary Protection Programs (VPP).

• Annual count of contractor/subcontractor personnel and labor hours to be reported in SAM.

• Submission of payment requests via WAWF.

• Compliance with Trafficking in Persons regulations.

• Observation of government holidays and facility closings.

This RFI is issued by the U.S. Air Force (USAF) at Robins AFB, GA, to conduct market research for the F-15 Trusted Aircraft Information Download Station (TADS) and Common Mission Debrief Program (CMDP). The government is seeking potential sources with the expertise, capabilities, and experience to meet the requirements for the qualification and production of these systems. This acquisition focuses on logistics and sustaining engineering services, including provisioning of spares, upgrades, technical support, repairs, configuration management, packaging, handling, storage, transportation, cybersecurity compliance, inventory control, and support equipment.

• Sustain and maintain fielded TADS units and CMDP software.

The goal is to support aircraft integrity efforts by enabling the efficient collection and distribution of AIP Data.

• Furnish all personnel, equipment, labor, tools, materials, and other items necessary for the effort.

• Provide spare parts, obsolete parts mitigation, firmware/hardware/logic/software upgrades, technical support, repairs, regression testing, configuration management, packaging, handling, storage, transportation, shipping & receiving, inventory control, and travel.

• Manage and distribute all TADS terminals, including storing, repairing, and distributing to F-15 users.

• Manage all TADS components, subassemblies, and support equipment.

• Establish a Diminishing Manufacturing Source (DMS)/obsolete parts management program.

• Perform logic, firmware, or software repairs, including investigating and fixing stability problems, program exits, and intermittent resets.

• Perform hardware repairs, with an estimated 15 hardware repairs per year.

• Provide facilities and equipment for diagnostics and repair of TADS to support a Turn-Around-Time (TAT) of 30 days.

• Manage "Over and Above" repairs requiring prior approval, with a TAT of 45 days.

• Provide Post Repair Reports detailing repair causes and preventive measures.

• Provide labor, materials, spare components, support equipment, and shipping for unit or logic, firmware, or software upgrades/enhancements.

• Provide Windows software maintenance for CMDP, including impacts from updates to the F-15 on-board recording system, Windows Operating System, and development framework environments.

• Provide technical support for troubleshooting, maintenance, and support of components/subassemblies and spare components.

• Maintain detailed records of shipping & receiving, and work in progress for repairs and upgrades.

• Satisfy SURGE and/or MICAP requirements when directed.

• Maintain a repair facility and provide storage for up to 50 spare TADS units.

• Provide configuration control of CMDP and TADS, including software release and engineering drawing modifications.

• Minimum 95% of repaired assets must pass initial inspection; remaining 5% on the second attempt.

• No more than four late deliveries of repaired/upgraded assets per contract year.

• Standard repairs: repaired and returned within 30 days from receipt.

• Over and Above repairs: repaired and returned within 45 days from receipt.

• Period of Performance: No new orders will be placed after the end of the contract. Orders placed within the contract PoP may be completed after the end of the contract.

• Place of Performance: Primarily at contractor's facilities; technical support may be performed at government installations.

• Contractor must manage Government Property (GFE/GFP) including TADS and CMDP.

• Contractor must report loss of Government property.

• Contractor personnel must comply with U.S. Government security requirements, including personnel, information, system, property, and facility security regulations.

• Security clearance at the Secret level may be required.

• Contractor personnel may require access to Government systems and facilities, necessitating background checks and Common Access Cards (CACs).

• Contractor must comply with safety and health regulations, including OSHA and DoD directives.

• Mishap notification and investigation procedures must be followed.

• Contractor personnel must participate in local Voluntary Protection Programs (VPP).

• Contractor must comply with environmental regulations and maintain a safety and health program.

• Contractor must provide annual counts of personnel and report labor hours in the System for Award Management (SAM).

• Invoicing and payment via WAWF.

• Submission of a Quality Control Plan (QCP).

• Compliance with regulations regarding Trafficking in Persons.

• Contractor personnel must observe holidays and facility closings on government installations.
