Quick Summary

The Federal Aviation Administration (FAA) is soliciting proposals for the TSS Ductless System Installation at the Newark ATCT (EWR) base building, Room 141A (TSS), in Newark, NJ. This is a Total Small Business Set-Aside for a Firm Fixed-Price, lump sum contract to replace and integrate a ductless split HVAC system. Proposals are due April 30, 2026, at 5:00 PM EST.

Scope of Work

The project requires providing all labor, materials, equipment, and supervision to install a new ductless split system. This includes:

  • Mechanical: Installation of three (3) indoor wall-mounted units and one (1) 6-ton heat pump outdoor unit, including refrigerant and drain piping, core penetrations with waterproofing, insulation, testing, and charging.
  • Electrical: Installation of a dedicated 208V, 3-phase power circuit, a NEMA 4X, 60A non-fused stainless steel disconnect, power/control conduit/wiring, and concrete/roof penetrations with flashing by a Carlisle-authorized applicator. Detailed electrical connection instructions are provided in Image 1.pdf.
  • Controls: Integration of the mini-split system into the existing FAA Schneider Electric EcoStruxure DDC system via BACnet, installation of an IP-IO module at VAV-17 for backup cooling, submission of point lists, graphics, and control narratives, programming unit set points, updating AHU-3 supply air setpoints, and supporting system commissioning.
  • Structural & Interior: Concrete core penetration, support framing for units, and wall restoration/painting.

Contract Details

  • Type: Firm Fixed Price, one job lump sum.
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).
  • NAICS: 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a $19.0M size standard.
  • Period of Performance: 90 calendar days from Notice to Proceed (NTP), with on-site work not exceeding 30 days. A one-year warranty is required on building systems, finishes, and equipment.

Key Amendments & Clarifications

  • Amendment 04 established the final proposal due date of April 30, 2026, at 5:00 PM EST, and provided the final Q&A document.
  • Amendment 02 revised the Period of Performance from 210 to 90 days, added Attachment J-6 (Key Personnel Form), clarified that the Project Manager and Project Superintendent cannot be the same individual, and updated Past Performance requirements (removing 'Mission Critical' and requiring technical POCs).
  • The Q&A document clarifies that duct cleaning is not explicitly required, condensate pumps should be plug-in type on a new 20-amp circuit, indoor units require dedicated single-phase breakers, and equivalent refrigerants to R410a will be considered.

Evaluation Criteria

Award will be based on a Lowest Price Technically Acceptable (LPTA) approach. Proposals will be evaluated on Business Proposal, Past Performance, Key Personnel and Team Composition, and Construction Schedule.
