Submission Requirements
Proposers must submit Executive Summaries (max 2 pages) and Full Proposals via the Broad Agency Announcement Tool (BAAT). Mandatory templates and instructions are provided in Attachment B (Volume I Template, updated January 29, 2026), Attachment C (Cost Proposal Instructions), and Attachment D (Standard Cost Proposal Spreadsheet). Volume I (Technical and Management) is limited to 25 pages. Classified submissions require adherence to specific procedures outlined in Attachment E and should not be submitted via BAAT. An indirect cost rate cap of 15% applies to new financial assistance awards for Institutions of Higher Education.
