  • Submission Method: Unclassified submissions must be made via the Broad Agency Announcement Tool (BAAT). Classified submissions require adherence to specific instructions outlined in Attachment E, including security clearances and specialized transmission methods.
  • Mandatory Templates: Proposers must use the provided templates for Volume I (Attachment B), Volume II (Attachment C), and the DARPA Standard Cost Proposal Spreadsheet (Attachment D). The latest Attachment B (updated Jan 23, 2026) should be used.
