Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the objectives for clearing encumbrances on select properties adjacent to Lake Success. The goal is to ensure the Tule River Spillway Enlargement Project can operate as designed post-construction.

• Removal of old perimeter fencing, water troughs, concrete blocks, irrigation piping, and capping of wells.

• Tasks include reporting and cleanup.

• Specific sites and the items to be removed are detailed in Table 1, Site Locations.

• The contract period will consist of a base period of 9 months (274 days) from the date of contract award.

• All work will be performed during daylight hours and scheduled in coordination with the Government.

• The construction sites are located around Lake Success in Porterville, CA.

• Performance will be evaluated based on Attachment B – Quality Assurance Surveillance Plan (QASP).

• Minimum Acceptable Levels (MAL) of performance are defined in Attachment A, Performance of Work Requirements Summary.

• The Contractor must develop a "Performance Work Plan" detailing solutions to meet objectives.

• The Contractor must prepare and submit several plans, including:

  • Quality Control Plan (QCP)
  • Accident Prevention Plan (APP), in accordance with EM 385-1-1
  • Activity Hazard Analysis (AHA) for all operations
  • Storm Water Pollution Prevention Plan (SWPPP) if disturbing over one acre.

• Obtain all necessary permits for removal and access.

• Implement Best Management Practices (BMPs) for erosion and dust control.

• Verify site conditions and monitor for cultural resources.

• Use of tracked equipment is permitted but must not traverse paved roads, driveways, bike paths, or levees. Repair any damage caused.

• Portable internal combustion equipment must be CARB registered.

• Monitor for cultural resources and coordinate with the Corps' Archeologist if artifacts are found.

• Layout and establish site boundary lines, maintenance roads, and infrastructure locations.

• Set up staging areas, roads, signs, and fences.

• Protect existing native vegetation.

• Provide and maintain access and maintenance roads, ensuring proper drainage and no erosion.

• Install project work signs at site entrances.

• Maintain firebreaks to prevent fire hazards.

• Prepare and maintain records of work activity, including monthly activity records and as-built drawings.

• Prepare an annual report at the end of the contract period.

• Continuously keep the project site clean, organized, and secure, removing trash and debris.

• Key personnel include a Supervisor/CQC Systems Manager and a Jobsite Foreman.
