Submission & Evaluation

Proposals should include Volume A (Company Information), Volume B (Technical Proposal: Key Personnel, Work Plan/Staffing Plan), Volume C (Past Performance, utilizing the attached Past Performance Questionnaire), and Volume D (Pricing, using the attached Excel Price Schedule). Technical and Past Performance factors combined are more important than price. Award will be made to the responsible Quoter whose quote is most advantageous to the Government, with the intent to make an award without discussions.
