These units must be capable of maintaining temperatures between 0°F and 40°F and include standard safety equipment. The scope also covers providing associated power generation, cables, on-site operating instructions, and a 24/7 trouble call number. Performance standards require 100% compliance, including daily refueling, two-hour technician response for trouble calls, and six-hour replacement for irreparable units. Compliance with the Antigua and Barbuda Food Safety Act, 2017, is mandatory.

Submission & Evaluation
Quotes must be submitted electronically in English to CPT Katie To (katie.m.to.mil@army.mil) and SSG David L. Garza (david.l.garza5.mil@army.mil) by 1500 CST, April 28, 2026. Offerors must hold prices firm for 30 calendar days. Award will be made to the responsible offeror whose proposal is most advantageous to the Government, considering technical capability, price, and other factors of equal importance. Technical acceptance will be determined based on PWS requirements. Offerors must be registered in SAM prior to submission and remain registered through award and final payment.
Special Requirements
Contractors must acquire Defense Base Act (DBA) Workers' Compensation Insurance for services outside the U.S. A DBA quote must be submitted with the offer, and DBA insurance costs are fully reimbursable as a Not-to-Exceed Line Item (CLIN). A technical description of items offered and a personnel management plan demonstrating capability to provide certified personnel are required. The solicitation includes FAR 52.222-90, Addressing DEI Discrimination by Federal Contractors (APR 2026) (DEVIATION APR 2026). Payment requests will be processed through the Wide Area WorkFlow (WAWF) system.
