This solicitation is for the replacement of HVAC systems at the TX San Marcos Aquatic Resources Center. The acquisition is set aside 100% for Indian Small Business Economic Enterprises (ISBEE).

• Evaluation Criteria: Offers will be evaluated based on a comparative assessment of technical approach, past performance, and price. The award will be made to the responsible offeror whose offer is most advantageous to the Government.

  • Technical Approach: Narrative describing the proposed approach, including methods for installation/removal, and identification of quoted equipment.
  • Past Performance: Will be evaluated based on CPARS and other available sources (no submission required).
  • Price: Will be evaluated by adding the total price for all options to the total price for the basic requirement. Reasonableness of pricing will be evaluated against other quotes.

Wage Determination

This document is a Wage Determination (No. 2015-5215, Revision No. 33) issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division, for the state of Texas, specifically for the counties of Bastrop, Caldwell, Hays, Travis, and Williamson. It establishes the minimum wage rates and fringe benefits required for various occupations under the Service Contract Act.

• Applicability: This wage determination applies to contracts subject to the Service Contract Act awarded on or after January 1, 2017, and contracts awarded between January 1, 2015, and January 29, 2022, that have not been renewed or extended after January 30, 2022.

• Minimum Wage Rates: The document lists numerous occupations with corresponding hourly wage rates. Bidders must ensure their proposed wages meet or exceed these rates for covered employees.

• Fringe Benefits: All listed occupations receive specific fringe benefits, including:

  • Health & Welfare: $5.55 per hour (or $222.00 per week / $962.00 per month).
  • Health & Welfare (EO 13706): $5.09 per hour (or $203.60 per week / $882.27 per month) for contracts covered by Executive Order 13706.

• Paid Sick Leave (EO 13706): Contractors must provide employees with 1 hour of paid sick leave for every 30 hours worked, up to 56 hours per year, for eligible reasons.

• Vacation: 2 weeks paid vacation after 1 year of service, 3 weeks after 5 years, and 4 weeks after 15 years.

• Holidays: A minimum of eleven paid holidays per year.

• Hazardous Pay Differential: Applicable differentials (8% or 4%) for work involving ordnance and explosives.

• Uniform Allowance: Requirements for providing and maintaining uniforms.

• Conformance Process: Procedures for classifying and determining wages for occupations not listed in the determination.

• The wage rates are subject to annual adjustment.

• Specific footnotes provide additional details for certain occupations, such as Computer Employees and Air Traffic Controllers.

• Bidders are responsible for ensuring compliance with all aspects of this wage determination.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide and install a packaged HVAC unit to replace the existing system at the Barton Springs Building, San Marcos Aquatic Resources Center. The new unit must match or exceed the performance, capacity, and physical compatibility of the existing system while integrating with current building infrastructure.

• Provide and install a nominal 5-ton packaged HVAC unit.

• Unit must meet minimum performance requirements including 13.4 SEER efficiency, approximately 15 kW electric heat, and 1,970 CFM airflow.

• Unit must be compatible with existing footprint, ductwork, electrical service, and condensate drainage.

• Unit must be UL listed, weather-resistant, and include manufacturer standard controls and a programmable digital thermostat.

• Contractor is responsible for all labor, parts, installation, removal, and disposal of the old unit.

• Cooling capacity: nominal 5-ton packaged unit.

• Efficiency: minimum 13.4 SEER or current federal standard.

• Airflow: approximately 1,970 CFM ±10%.

• Cooling performance shall comply with AHRI standards.

• Unit must operate in ambient cooling conditions from 55°F to 115°F.

• Work to be completed within 60 calendar days after Notice to Proceed.

• Work to be performed during normal duty hours (Monday-Friday, 8:00 a.m. - 4:30 p.m.) unless otherwise approved.

• Location: Barton Springs Building, San Marcos Aquatic Resources Center, 500 East McCarty Ln., San Marcos, TX 78666.

• Contractor must be a licensed HVAC contractor.

• Compliance with OSHA safety requirements is mandatory.

• Contractor must verify compatibility of existing electrical infrastructure and notify COR of deficiencies.

• Contractor is responsible for site access, lifting requirements, and staging constraints.

• All damage caused by contractor activities must be repaired at no additional cost.

• Work area must be cleaned and restored to original condition upon completion.

• A minimum one-year labor warranty covering installation is required.

• Inspection and acceptance will be performed by the USFWS Contracting Officer's Representative (COR) or designee.

• Contractor shall provide manufacturer operating and maintenance manuals and equipment registration documentation.
