• Session Structure: Sessions are two scheduled 8-hour visits per quarter, with multiple shorter visits not permitted.
• Study Volume: An estimated 40 exams are completed per 8-hour session. The Government cannot provide a breakdown of anticipated exam types (general ultrasound, vascular, echocardiography) as studies vary by need.
• Staffing Model: Offerors should assume one single ultrasound professional is expected to perform all study types.
• Interpretation: Exam interpretation is included in the quoted session rate. The Government cannot provide a breakdown of professional reading fees by study type.
• Licensure: The interpreting physician must hold licensure in any state; board certification and other applicable credentials are sufficient.
• Incumbent: There is no incumbent contractor.

The SOW will be updated to reflect the requirement for certifications from The American Registry for Diagnostic Medical Sonography.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for the provision of Ultrasound Technician Services for the Federal Correctional Institution (FCI) Loretto, PA. The Federal Bureau of Prisons (BOP), Field Acquisition Office (FAO), is seeking to award a single contract for these services. The contractor will be responsible for providing the personnel and all necessary equipment to conduct ultrasound services on-site.

• Provision of one (1) Ultrasound Technician with equipment.

• Services to be performed on-site at FCI Loretto, PA.

• The technician will normally provide 8 one-hour sessions twice per quarter, Monday through Friday, excluding Federal Holidays. Work hours are typically between 7:30 am and 4:00 pm, with a 30-minute unpaid lunch break.

• The contractor must provide the Ultrasound Imaging Machine and maintain it.

• The contractor employee must be fully licensed by the American Registry of Radiologic Technologist (ARRT) and the state of Pennsylvania, possess at least three years of experience, and be Cardio-Pulmonary Resuscitation (CPR) certified.

• The contractor employee must pass a drug screening and a thorough law enforcement agency background check, including NCIC, DOJ-99, fingerprinting, and urinalysis.

• Type of Contract: Indefinite delivery/requirements type contract with firm-fixed unit prices.

• Period of Performance: Base year (12 months from EDOA) with four (4) possible 12-month option years.

• Anticipated Effective Date of Award (EDOA): June 1, 2026.

• Anticipated Award Date: May 2026.

• Estimated Maximum PSC: Q999.

• Quotes must be submitted electronically via email to eclarke@bop.gov in PDF format by the deadline specified in Block 8 of SF 1449.

• Faxed and hand-delivered quotes will not be accepted.
